BACKGROUND INFORMATION

Purpose
formerly
known as Concern Universal has been implementing a SCALLlNG UP SUCCESSFUL AND
INNOVATIVE WASH SERVICE DELIVERY APPROACHES IN MALAWI PROJECT in Phalombe
district since July 2014. The overall objective is to directly enhance the
health and quality of life of about 212,000 poor and vulnerable people in
Phalombe District, by influencing an

d strengthening the capacity of government
and other stakeholders to plan, manage and implement effective WASH services, in
line with district WASH and/ national WASH guidelines and priorities. The
project also seeks to ensure that gender considerations; social inclusion,
recognition of climate change and disaster risk challenges are addressed.
Through use of participatory and innovative approaches as well as documenting
evidence, the program is also seeking to change practices which discriminate
against women, children and the vulnerable. This is achieved through close
collaboration and participation of relevant district departments and structures
in the planning, implementation and monitoring of project activities.

The
program aimed at contributing to 60% decrease in reported cases of diarrhoea in
targeted communities over a four-year period, and deliver significant benefits to
the people in collaboration with partners through improvements in District
capacity to plan and deliver sustainable, gender sensitive and environmental
friendly WASH facilities. The project has been working closely with District
Civil Protection Committees in view of the rapid environmental degradation in
the district, to sensitize and mobilize communities in responding to emerging
disasters, climate change and its impacts on WASH.
To
achieve both the CS WASH Fund and Project objectives, the project’s theory of
change was that of working through change agents, who are primarily
the Phalombe district council, especially the District coordinating team
and other sub- district structures. Therefore, the project took a capacity
strengthening approach in working with the change agents and
simultaneously strengthening government/service providers’ capacity to deliver
sustainable WASH services.
A key
focus of the project has been knowledge and learning which will contribute to
an enhanced WASH evidence base both in Malawi and globally. Lessons learnt are
being used to influence policy, strategies and practice -through sharing of
experience and knowledge particularly during civil society networks and sector
forums in Malawi, southern Africa, the UK and Australia.
2.0
Evaluation Purpose and Objectives

The SCALLING UP SUCCESSFUL AND INNOVATIVE WASH SERVICE DELIVERY APPROACHES IN
MALAWI project is in its last year of implementation of 4 years and we
therefore invite suitable consultants to express their interest to be considered for
invitation to tender for this evaluation. Interested consultants should send
their
Expression
of Interest which should at least include the following:
1.      Educational qualification of the
key personnel
2.      Experience in evaluation of
similar WASH projects, including time lines
3.      Knowledge and analytical skills
to review programmes
4.      Clear understanding of local WASH
sector policies, frameworks and functions in Malawi
5.      Knowledge of sustainable WASH and
cross cutting issues principles and international practices and standards.
6.      Report writing skills
7.      Social research skills including
use of social tools
