The management of EWSA would like to inform the public that it is recruiting
national suitable and qualified candidate for the Lake Kivu Monitoring Program
in the following posts:
1. Position: Responsible for Administration and
Finance

Responsibilities and Duties

  • Develop
    and maintain a strategic Financial Plan for LKM program, ensuring
    compliance with established Processes & Systems to ensure financial
    accountability to Funders and Stakeholders.
  • Establish
    and formalize financial management and control procedures
  • Establish
    and maintain effective financial controls including monitoring of
    expenditures of the program budget lines and performing analysis of
    financial variances
  • Monitor
    financial matters of contractors
  • Participate
    in the preparation of work plans and budget
  • Prepare
    financial and other reports as required by the program legal agreements or
    as may be requested by Management
Required qualification and experience
  • At
    least Masters degree in Accounting, Finance , or any other related field
    with working experience of at least 3 years post graduate working in
    public finances from     a reputable and 
    recorgnized organization/project.
  • Experience
    in public portfolio management is a prerequisite
  • Proven
    experience in supervision of administrative functions
  • Experience
    and skills in the national and donor agencies’ financial procedures,
    process/standards is required .
  • Experience
    in financial risk review and control
  • Excellent Knowledge of English is required , knowing French is an added advantage
  • Excellent
    operational planning skills
  • Excellent
    communication skills
  • IT
    literacy and strong awareness of accounting softwares is key
  • Attention
    to detail/commitment to technical accuracy
2. Position: Chief Accountant in Lake Kivu
Monitoring Program
Responsibilities and Duties
  • Plans,
    organizes and implements accounting operations;
  • Participate
    in the preparation of the budget and the Action Plan;
  • Ensure
    all functions and programs under charge are performed within established
    budgetary parameters, to include performing cost control activities,
    monitoring revenues and expenditures.
  • Prepare
    the Disbursement Request funds from donors ;
  • Develop
    and implement a chart account of the Project with the Coordination;
  • Review
    invoices and approve payments to contractors for goods, works and
    services;
  • Establish
    checks and payment orders according to , the Project procedures;
  • Analyze
    the Budget execution;
  • Maintain
    up to date the accounting framework in using an accounting software and
    perform highly complex accounting work according to generally accepted
    accounting principles, established procedures, project guidelines;
  • Prepare
    payroll and monthly declarations for taxes (IPT, withholding tax,…)
Required qualification and experience
  • Bachelor’s
    degree in Accounting, finance or related field;
  • Minimum
    of 5 (five) years of relevant professional experience,
  • Experience
    in donor-financed projects or energy project is an advantage ;
  • Have
    detailed knowledge of International Financial Regulation Standards and
    donors funded reporting requirement;
  • Demonstrated
    experience in development of the budget, in managing or carrying out an
    accounting function involving purchasing goods and services, maintaining
    accounting records; processing payments, reconciliations, and reporting
    processes;
  • Experience
    with supervision of audits conducted to international standards;
  • Have
    demonstrated computer literacy, in all MS Office and Windows-based
    applications, accounting software applications such ;
  • Fluency
    in English or French; Knowledge of these two languages is an advantage;
  • Ability
    to work with multiple external parties.
3. Position: Expert in Procurement and Contract
management
Responsibilities and Duties
  • Conducting
    basic training workshops, on-job-training, mentoring and quality assurance
    to project staff to ensure their efficient participation in procurement
    processes
  • Prepare
    and publish general tender notices, specific notices and request for
    expressions of interest;
  • Ensure
    that the procurement activities are carried out in accordance with the
    rules and procedures of Rwanda and of the donor (EKN) where applicable;
  • Prepare
    Request for Proposals and the consultants shortlist on the basis of
    elements and the specifications of services
  • Participate
    in the evaluation process of the technical and financial proposals,
    coordinate and participate in the negotiation process when required;
  • Prepare
    contracts between EWSA and the chosen consultants after obtaining the
    no-objection from Donors ( if required);
Required qualification and experience
  • At
    least Masters Degree in procurement, engineering, law, any other related
    field with working experience of at least 8 years working in public
    procurement from a reputable and recorgnized organization/project. Having
    worked in the energy or water sectors would be an added advantage
  • Experience
    and skills in the national and donor agencies’ public             
    procurement procedures, process/standards is required .
  • Excellent
    Knowledge of English is required , knowing French is an added advantage
  • At
    least 3 years of working experience in a Non Governmental Organisations or
    donor funded projects is an advantage.

    analytical, influencing and negotiation skills

    communication skills
  • IT
    literacy and strong awareness of current versions of MS spread sheet,
    word, power point and internet.

4. Position: IT Expert
Responsibilities and Duties
  • Provides
    support for computers, LAN infrastructure
  • With
    the assistance of a Consultant, create and manage a long lasting database
    of LKMP’s data
  • With
    the assistance of a Consultant, establish a system of sharing data
    (between LKMP and research institutions and the LKMP and the public)
  • Assist
    LKMP in communication (between scientists and the machines/instruments
    they use)
  • Make
    collection and storage of data and analyzes done by scientists/engineers
  • Make
    maintenance of computer equipment (computers, hard-and software …)
  • Develop,
    regularly update and manage the website of the LKMP
  • Attend
    and assist colleagues in the use of new technologies
  • Troubleshooting
    of MS software’s, Anti-virus, outlook, etc.
  • Maintain
    Intranet and LKMP Internet website
  • Installs
    and handles windows in highly-available environment
  • Controls
    existing Data backup and new storage systems
Required qualification and experience
  • Hold a
    Bachelor’s degree in IT, Electronics and Telecommunication, computer
    sciences or any related field with knowledge in ICT from a recognized
    university; having a master’s degree will be an advantage.
  • A
    minimum of 2 years working experience in IT field (networking, and
    experience in a IT system of EWSA or the Lake Kivu Monitoring Institution
    would be an advantage)
  • Must be
    Rwandan citizen
  • The
    candidate must be fluent English and/or French (ability to work in both
    languages will be an advantage)
  • Good
    working knowledge of windows software in high-availability and multi-site
    environment
  • Familiar
    with network switches, routers, firewalls and network protocols
  • Collaborate
    easily and effectively with peers, management and other team members
  • Good
    communication and organization skills (self-starter with minimal
    supervision)
  • Must be
    dynamic, able to work in a scientific context and have a strong desire to
    grow in his/her career
  • The
