Description
As EU External Aid framework contractor company, we received a request for “Technical Assistance Integrated Financial Management Information System (IFMIS)” in Malawi. The indicative starting date for this assignment is the 1st October 2012.
We are looking for one senior expert for 50 working days, and two senior experts for 40 working days each. All nationalities are eligible.
Requested profiles:
Team Leader (50 working days):
• Team leader should be CPA, ACCA, CA, MBA or have equivalent qualifications; must have a demonstrated minimum of ten (10) years of overall relevant experience, including experience in a supervisory or managerial capacity on similar assignments;
• Experience of supporting large-scale, competitive ERP procurements and evaluation documentation, at least one project preferable;
• Experience of working on at least one public financial management project involving a national government preferable;
• In-depth knowledge of IPSAS, chart of accounts, commitment controls, treasury single account, cash management in governments, etc…;
• Experience of the designing accounting system and procedures for a comparably large scale accounting operation preferable;
• Fluency in English.
Accountant and Budget Specialist (40 working days):
• Should have masters level degree in Economics, PFM, Public Administration, CPA or CA, ACCA, or equivalent qualifications;
• Must have at least 10 years of relevant post qualification experience;
• Experience on sector accounts;
• Demonstrated experience of working on budgeting related assignment/project for a national govt. preferable;
• In-depth knowledge and experience of concepts like MTEF, Budget classification, GFS, Macro-fiscal framework, releases, virements, etc. preferable;
• Fluency in English.
IT Specialist (40 working days):
• Should have master’s level degree in IT/MIS or equivalent qualifications;
• Should have at least 10 years of relevant post-qualification experience in Financial
• Management Systems/MIS/ Business Process Re-engineering;
• Must have experience of developing Business Process Re-engineering (BPR), requirements analysis and/or functional specifications for at least one ERP based implementations;
• Experience of developing test scripts and operational acceptance testing preferable;
• Experience of ERP evaluation and procurement preferable;
• Fluency in English.
