RESPONSIBLE FOR: WASH Program Staff (approximately 15 staff)
LOCATION: Ganta, Nimba County, Liberia
START DATE: As soon as possible
DURATION: 1 year with possible extension
GRADE/SALARY: $2500 USD/month, depending on experience + housing and benefits

Overall Job Purpose:
The WASH Program Manager (PM) is responsible for implementation of EQUIP’s WASH programs throughout the country. This position has overall responsibility for all WASH-related projects, including installation and repair of hardware (wells, latrines, water systems), community sensitization, and hygiene promotion and training. EQUIP’s integrated approach combines hygiene training with expansion of water points and technical assistance to ensure community-driven WASH interventions have lasting and maximum health impacts. The WASH PM will be responsible for regional level coordination, representation, strategy development, reporting and other duties as need arises.
Tasks and Responsibilities:
• Coordinate all aspects of WASH activities, including assessments, planning and project design, management of WASH staff, and monitoring implementation of activities (in conjunction with other PMs and program staff).
Evaluate the current WASH capacity and staffing structure,• in conjunction with the Deputy Director, and determine what changes to structure, programme responsibilities and capacity building are required.
Directly supervise WASH team, including field coordinators, technicians, and WASH trainers.•
• In coordination with EQUIP’s Health Program staff, create and implement work plans for health facility based waste management and infrastructure improvements, including
waste pits, incinerators, solar lighting, minor building repairs, and water point maintenance.
Assist in the assessment, design and preparation of project proposals for funding.•
Develop and manage budgets for overall WASH program as well as individual WASH projects.•
• Maintain positive working relationships, and liaise with partners, County Health Team, UN, and government agencies at the field level to communicate and coordinate EQUIP’s field level WASH activities.
Represent EQUIP Liberia at coordination meetings and provide updates to program managers and senior staff.•
• Oversee procurement, storage, distribution, and monitoring of WASH supplies in accordance with donor requirements and EQUIP policies and procedures.
Supervise data collection and reporting per grant requirements.•
• Conduct regular monitoring visits to project sites and affected areas to monitor progress of implementation and re-assess needs.
Compile and submit monthly narrative and progress reports based on the project log frames to the Deputy Director.•
• Implement Government of Liberia approved behaviour change programming including community lead total sanitation (CLTS) sanitation behaviour change programming and hygiene promotion messaging.
Implement• hardware installations in accordance with Government of Liberia Ministry of Public Works (MPW) national well and sanitation facility standards.
Job Requirement:
Required:
• University Degree in hydrogeology, civil engineering, environmental health, public health or other WASH related discipline.
• Experience designing and implementing comprehensive health and hygiene promotion programs, with an emphasis on community mobilization and participatory approaches.
• Practical and technical experience in design and construction of a variety of Water and Sanitation (urban and rural water solutions, latrines, sewage systems etc.) facilities.
• Experience in managing and or training of staff on design & construction of water & sanitation interventions, assessment and development of policy & technical standards in WASH and water quality testing, hygiene promotion campaigns.
• Prior experience writing and managing operational budgets.
• Experience preparing project related reports/documents.

Preferred
• Experience of working in a post-conflict/recovery programme.
• Experience of working in West Africa (or elsewhere under similar conditions).
• Experience in cholera and diarrhoea outbreak response, and emergency response is preferred.
• Prior work experience in a NGO or humanitarian setting.
• Familiarity with international donor requirements (USAID, UN, EU).
• Proven ability to work with limited resources.
Additional Information:
• This position requires living in a Nimba County, Liberia and may consist of trips into rural parts of Liberia. The applicant should be willing to live in primitive conditions and must adhere to EQUIP Security procedures as well as EQUIP’s Code of Conduct. EQUIP staff housing is shared accommodation.
