of Human Resources Specialist at full performance or training level. The
position is available to start immediately. Only respond to the level for which
you are qualified and note FSN-10 gr FSN-9T in your application letter. Please

DUTIES
the supervision of the Management Officer/Human Resources Officer (MO/HRO), the
incumbent serves as the senior locally employed (LE) Human Resources (HR)
Specialist responsible for the supervision and performance of the full range of
I.E HR functions to the extent of authority allowed under the pertinent
regulations and standards. The HR Specialist supervises HR operations for LE
staff of State, CDC Rwanda, Peace Corps Rwanda, DoD, and provides selected HR
services to USAID LE staff. The incumbent directly supervises one HR Assistant
(FSN-8) and two HR Clerks (FSN-6). The incumbent coordinates with the Regional
Human Resources Officer (R/HRO) in Kampala.

REQUIREMENTS:
applicants MUST address each selection criterion detailed below with specific
and comprehensive information supporting each item.
university degree from an accredited institution in any major is required.
(FSN-10 level) or three years (FSN-9T level) progressively responsible
positions in human resources related work required, including at least one year
of supervisory experience.
English speaking, reading and writing is required’
to gain a thorough knowledge of local labor and social security laws, as well
as prevailing practices and customs as they apply to compensation, retirement
and other phases of personnel management and to gain a good working knowledge
of State Department and ICASS policies and procedures. Good working knowledge
of records management techniques.
skills and ability to inspire confidence in local employees and to maintain
effective working relationships with employees and supervisors. Ability to
respect and maintain impartiality and client confidentiality. Solid computer
skills including use of word processing and data-base programs.
