Job Purpose:
- To lead the
Research and Policy practice (RPP) area for EMBARQ India - To be
accountable for the delivery of all projects in the RPP domain in India - To work with the
EMBARQ India Director to shape the strategy for EMBARQ India across all
domains in India - To work with
EMBARQ Research & Practice manager to provide research support on
global EMBARQ initiatives

Scope of the role
- Lead the
research and policy (R&P) practice for EMBARQ India - Program Manager
for all R&P projects - Catalyzing New
Mobility (Rockefeller Foundation) - Training and Skills
Development Programme under SUTP-India - Program Manager
for some global (across EMBARQ network) projects - Client
relationship management - Own the
relationship on behalf of EMBARQ with all projects in the R&P area - Be responsible
for maintaining and advancing the relationships - Create high
visibility for EMBARQ India with all relevant stakeholders Capacity
building – Structure, create capacity building programs and materials for
all EMBARQ work in India
Strategic Responsibilities
- Overall Strategy
- Work closely
with EMBARQ India director to create EMBARQ’s strategy for India - Create points
of view for EMBARQ India based on the direction of public policy, and
macro trends in Sustainable Urban Transport and Development in India - Participate
actively in shaping EMBARQ India’s ambitious and innovative growth
strategy along with the EMBARQ India director - Be known as the
EMBARQ R & P expert in India and the go-to person for all strategic
inputs - Create a global
program that provides research support to all nodes of the EMBARQ network - Human Resource
Development and capacity building - People
management, performance management, career planning, capacity building
and career development of all EMBARQ India staff in the Research and
Policy - Guide existing
and new staff towards successful delivery of research reports and policy
papers - Organize;
facilitate workshops and/or similar events to develop ideas and
approaches to work in this practice area. - Engage with
other members of the EMBARQ Network in particular Dario Hidalgo, to bring
international experiences on the practice area to India. - Regularly
author, co-author with other strategy managers and present reports and
papers to external audiences in India - New Hiring
- Building a team
of young research associates to lead the creation of a body of research,
and points of view in the Sustainable Transport and Development domain in
India - New
Opportunities - Identify and
develop new areas for research and policy work in sustainable transport
and development, establish relationships with agencies or private sector
partners implementing them and define EMBARQ India’s role to make them
better - Leveraging
existing relationships, establishing new ones with public and private
sector partners across India to create a body of research reports and
policy papers.
Day to Day Responsibilities
- Reporting (QPR
Template, Traffic Lights) - Accountable for
delivering all internal and external reporting on all research and policy
work in India - Project
Management - Accountable for
the timely delivery of all research and policy projects in India - Provides
leadership, creative direction and oversight to others who conduct
research - Provide sound
technical assistance/advice, build relationships of trust and contribute
substantively to the projects. - Develops
direction for and designs parameters of research projects - Lead several
major research projects in EMBARQ India which produce significant
findings - Lead research
projects across the EMBARQ network which produce significant findings - Directs
research in highly controversial, unique or valuable areas in Sustainable
Transport and Development - Oversee project
management activities performed by staff of all research and policy
projects - Budget
Management - Accountable for
all R&P being delivered to budget including man-month and revenue
tracking - Accountable for
all R&P management on WRI planning and reporting systems - Owning the
donor budgets for all RPP projects and ensuring that time, budget and
quality expectations of donors are met.
Qualifications:
- 10-15 years work
experience - Experience of
strategic planning, program management, and team management preferably in
the areas described in the preceding roles and responsibilities - Degree, in
planning, engineering, architecture or related fields. - Post
Graduate/Master’s degree in Transport Planning, Traffic Engineering, Urban
Planning, Urban Design, Architecture or equivalent. - Proven track
record of managing staff and partners on complex projects - Be willing to
work in start-up environments, and on projects that have ambiguity. - Excellent
interpersonal skills - Good computer
skills in Microsoft Office (Word, Excel, Access, PowerPoint) and the
Internet. - Capability to
learn and use software applications for budgeting, financing, and
reporting that are used by EMBARQ and WRI - Excellent
written and oral communication skills in English. Hindi and other Indian
regional languages skills will be beneficial. - Detail-oriented,
highly organized - Ability to
juggle multiple priorities and work under pressure with tight deadlines - Commitment to
EMBARQ’s mission as well as WRI’s mission and values. - Passion for and
commitment to sustainable transport and urban development
