Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight
against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites
around the world to prevent the transmission of HIV to children, and to help
those already infected. Today, because of the highly successful work of the
Foundation and its partners, pediatric AIDS has been virtually eliminated in
the United States.
The
Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric
HIV/AIDS through research

, advocacy, and prevention and treatment programs. We
are a global leader in the fight against pediatric HIV and AIDS, working in 15
countries and at 7,000 sites around the world to prevent the transmission of
HIV to children, and to help those already infected. Today, because of the
highly successful work of the Foundation and its partners over the last 25
years, pediatric AIDS has been virtually eliminated in the United States and
new infections in children have declined by 51% worldwide.

About
PHFS Project:
PHFS
is a response to the ‘Global Plan toward the Elimination of New HIV Infections
among Children by 2015 and Keeping their Mothers Alive. Its aims are to achieve
HIV-free survival among infants; reduce neonatal deaths due to malnutrition,
diarrhea through the optimal support of infant feeding practices through the
first 24 months of life; use quality improvement (QI) methods to accelerate the
implementation of the 2010 PMTCT WHO guidelines focusing on infant feeding.
Job
Summary: 
The
Strategic Information Officer will work closely with the DBTs, and technical
advisors under clinical services, quality improvement, health systems
strengthening and community linkages and demand generation. The incumbent will
work towards coordinated and efficient efforts in designing, implementing,
monitoring, evaluation and quality improvement to improve measure progress
towards attainment of site, district and project targets and goals for the
partnership for HIV Free survival (PHFS).
Key
Duties and Responsibilities: 
  • Offer
    technical guidance and direction in terms of M&E planning and
    implementation of the national PHFS M&E plan
  • Responsible
    for capacity building of health workers in the revised national HMIS tools
    with a focus on nutrition and PHFS components
  • Offer
    technical input into the PHFS performance quarterly, semiannual and annual
    reviews. This includes ensuring submission of complete accurate and valid
    data is entered into the project database and the donor databases in a
    timely manner
  • Ensure
    that the quarterly , semiannual and annual data collection mechanism is
    supported, functioning as appropriate
  • Steers
    and supports data quality assessment and assurance activities at the
    Foundation, district and health facilities
  • The
    Strategic Information Officer will coordinate with the QI advisor to
    support implementation of QI initiatives
  • Technically
    supports the district focal persons for HMIS and other health data to
    collect, analyze and report programmatic indicators in a timely manner and
    ensuring that the project’s technical staff are provided with timely,
    accurate and reliable data generated through the project’s M&E system 
Qualifications,
Skills and Experience:  
  • The
    applicant must possess a good medical degree or degree in statistics,
    demography, population studies, epidemiology or other relevant discipline,
    including social sciences and public health. Possession of a relevant
    Masters degree will be an added advantage
  • A
    minimum of three years’ professional experience working in integration on
    nutrition in general health care and HIV/ AIDS settings.
  • Hands-on
    experience in working with routine health information systems at the
    facility, district and national level and maintenance of electronic
    databases
  • Excellent
    verbal and written communications skills in English, including the
    capacity to prepare and deliver formal presentations on programs and
    results
  • Excellent
    data analysis skills and ability to think concisely, critically as well as
    distill information to lay audience
  • Excellent
    working knowledge of major databases and analytical programs including
    MySQL, Visual Basic, MS access, MS Excel, STATA, SPSS and Epi Data, and
    GIS
  • Good
    logistical, planning and coordination skills
  • Demonstrates
    adaptability and flexibility in all aspects of working
