EDCL (Energy Development Corporation Limited) Administration and Finance Manager Job In Rwanda

The management of EDCL (Energy Development Corporation
Limited) would like to inform the public that it is recruiting a qualified and
experienced Administration and Finance Manager to be responsible of its
administration and all finances for the Project Lake Kivu Monitoring Program
(LKMP) which is a special project within EDCL, that aims at preserving the
stability and ecology of Lake Kivu, through sustainable development of Lake Kivu
resources,

Key responsibilities

• Develop and maintain a strategic Financial Plan for
LKMP, ensuring compliance with established processes & systems to ensure
financial accountability to Funders and Stakeholders;

• Establish and formalize financial management and
control procedures • Establish and maintain effective financial controls
including monitoring of expenditures of the program budget lines and performing
analysis of financial variances

• Monitor financial matters of contractors

• Participate in the preparation of work plans and
budget

• Prepare financial and other reports as required by
the program legal agreements or as may be requested by Management

• Lead and build an effective finance team within the
special projects finance team/unit

• Ensuring the adequacy and effective-ness of the
financial systems and procedures

• Ensure accuracy of all General Ledger accounts;
sign-off and report on all bank reconciliations;

• Maintain appropriate functional knowledge to guide
and support operations;

• Provide appropriate policy guidance on all financial
matters;

• Review and maintain an effective Internal Control
Framework;

• Arrange and assist with any audit or financial
review as called for by stake-holders;

• Ensure Procedural compliance with Funders
requirements and guidelines, arrange and assist with any audit re-view as
called for by the Government of Rwanda and Partners;

• Implementation of recommendations of audit missions;

• Prepare withdrawal applications and appropriate
documentation in compliance with stakeholder’s requirements and guidelines;

• Verify the eligibility and conformity of
expenditures;

• Assist the EDCL and LKMP Project Manager to
implement and oversee contracts with implementing consultants, suppliers and
other contractors;

• Assist the Management of the project in developing
and operationalize LKMP as a Cost and Revenue Centre;

• Undertake other official duties as-signed by EDCL
Head of Finance.

QUALIFICATION, SKILLS AND EXPERIENCE

The candidate must have:

I. At least a Bachelor’s Degree in Accounting,
Finance, or any other related field with working experience of at least 5 years
as a Senior Finance Manager in Public Finances from a reputable and recognized
organization/project or at least Master’s Degree in Accounting, Finance or any
other related field with working experience of at least 3 years as a Senior
Finance Manager in public portfolio management is a prerequisite

2. Proven experience in supervision of administrative
functions

3. Experience and skills in the national and donor
agencies financial procedures, process/standards is required;

4. Experience in financial risk review and control

5. Excellent knowledge of English is required, knowing
French is an added advantage;

6. Excellent operational planning skills;

7. IT literacy and strong awareness of ac-counting
software is key

Contract Duration

The duration of assignment is 1 year with possibility
of extension.
