The Eagle Point — Blue Rapids Parks Council (“Parks Council”) is seeking an experienced outdoor recreation facility planner / developer / builder for the position of Trails and Facilities Coordinator to work with the Parks Council and its member organizations to assist in planning, securing approvals for and advising on construction / upgrading of recreational facilities such as trails, campsites and staging areas. The Organization:
The Parks Council was incorporated in April 2008 as a registered non-profit society to manage and operate Eagle Point Provincial Park and Blue Rapids Provincial Recreation Area in partnership with Alberta Parks. The Parks Council facilitates ongoing collaboration among community-based organizations, industry leaseholders and municipal / provincial governments in the planning, development and operation of outdoor recreational facilities and programs and other parks management responsibilities, within these protected areas.

The Parks Council currently has a core staff of three. The volunteer Board consists of sixteen directors; including representatives from Alberta Parks, local municipalities and outdoor recreation organizations, and industry and public stakeholders. The focus of the Parks Council over the next three years will be:
* supporting its Operating Partner members in the upgrading and development of recreational trails, campsites and other facilities;
* tourism marketing and promotion of the recreational potential of the areas and its facilities; and encouraging associated economic development benefits for the community;
* ongoing scientific monitoring, reclamation and protection of the ecological values of the area; and
* ongoing environmental education and citizen involvement and education programs and services

The Position:
The position is based in Drayton Valley, Alberta with office space provided at the Parks Council office. It is a term position running from February to December 2012.

Reporting to the Executive Director the Trails and Facilities Coordinator would work closely with operating partner members and regulatory agencies in finalizing the planning, costing, and securing the necessary development approvals required for the construction or upgrading of recreational facilities with Eagle Point Provincial Park and Blue Rapids Provincial Recreation Area; some of these duties would include:

* working with Operating Partner Member recreational organizations to identify the appropriate locations for trails/facilities and assisting with final concept design, facility plans, and with the development of capital and operating budgets
* working with Operating Partner Member recreational organizations to identify where reclamation or restoration will be required and integrating these needs into the facility development and operational plans;
* determining requirements and assisting with regulatory approvals/permits for those trails/facilities;
* sourcing and costing of any specialty planning, design and engineering necessary for recreational trails/facilities (including staging areas, access roads, campsites and boat launches);
* ensuring that environmentally sound (green) design and construction practices are a part of the facility and trail planning process;
* providing construction planning and advice support and assistance with contractor selection and supervision to Operating Partner Member recreation organizations proceeding with development in 2012;
* The work may also include assisting with completion of a site review and feasibility study for a potential office — environmental education and interpretive centre — workshop facility in or adjacent to the Park or Provincial Recreation Area.

Qualifications:
* a minimum of five (5) years of public works or outdoor recreational facility design/construction including experience with recreational trails, campsites, access controls, access roads and public buildings
* community consultation experience and experience/comfort working with volunteer organizations
* a proven track record of leading facility capital works planning, design and construction including direct involvement in project costing and estimating;
* strong interpersonal skills, patience, and proven effectiveness in team work environments; and
