EAC Senior Analyst Officer Job Vacancy in Tanzania

JOB TITLE: SENIOR ANALYST OFFICER (Early Warning)

Duration of Contract: Two Years and Six months Fixed-Term (Non-Established) renewable subject to
extension of the funding.
Station: EAC Secretariat Headquarters, Arusha, Tanzania


Main purpose of the job
The main purpose of this job is to support the operationalization of the EAC Early Warning Center
through data analysis and formulation of policy options.

Duties and responsibilities
1.1 Brief the EACWARN Coordinator daily on all significant and/or urgent monitoring results
from the field reporting (threat assessments, incident & response reports);
1.2 Brief the Coordinator on all analytical issues in coordination with the Senior Technical
Specialist, supporting rigorous analysis, formulation of policy options, timely alerts and early
warnings;
1.3 Compile dynamic event baselines generated from national early warning centers reports
and news reports, monitoring each baseline for inflections and deviations;
1.4 Compile EAC country profiles and baselines (using structural indicators) for political,
economic, social, military and humanitarian indicators;
1.5 Create and update maps to support geographic visualization for use in analysis and for
communicating the results;
1.6 Design, implement and supervise Quality Assurance (QA) procedures for continuous
monitoring and maintenance of all EACWARN analyses;
1.7 Ensure close working relationship on all analytical issues and reports between EACWARN
the NEWCs and CEWS;
1.8 Facilitate authorized response activities and follow up and monitor implementation of
responses;
1.9 Identify, operationalize and maintain the dynamic and structural indicators for the
EACWARN indicators module;
1.10 Lead production of the annual SCA and SVAs, threat assessments, situation, incident and
other early warning reports and alerts;
1.11 Lead the population of a structural attribute database for EACWARN;
1.12 Liaise with National Early Warning Centers corresponding Analysts;
1.13 Participate in regular training and consultations with CEWS and others;
1.14 Specific to EW reports, compare baselines over time, assess potential risk and anticipate
subtle changes that may lead to escalations in a conflict situation, instability or disruption;
conduct dynamic analysis by identifying possible aggravating, inhibiting and triggering
events and behavior;
1.15 Specific to SCAs, conduct actor analysis focusing on identifying the main protagonists
(groups, institutions, individuals) who influence (positively or negatively) the situation
under analysis, conduct scenario-building, develop prognosis, and formulate response
options;
1.16 Specific to SVAs, analyze structural indicators (root causes) in political, economic, security,
social and religious structures at local, regional, national and international levels to
identify key sources of tension that have led or are likely to lead to conflict;
1.17 Specify the requirements for all EACWARN reports to facilitate effective communication of
EACWARN products and activities;
1.18 Supervise all junior analysts, providing guidance and QA for all of their work;
1.19 Support the work of EAC Special Envoys, Special Representatives and the Panel of Eminent
Persons;
1.20 Perform any other duties that may be assigned.

Qualifications and experience
Advanced university degree (Master’s degree or equivalent) from recognized institution in political or
social sciences preferably peace, conflict resolution, security, diplomacy, international relations, law or
related areas with a minimum of five years of relevant experience with exposure to policy analysis and
report-writing. At least three years working on issues related to peace and security, early warning,
conflict resolution or electoral issues in the region is desirable .

Skills and Competencies
The ideal candidate should demonstrates knowledge of and exposure to a range of peace and security
issues in the region, inter-disciplinary approach to analytical capability of sensitive and complex
situations; must have practical or professional experience in early warning and response systems, in
conflict prevention, management and resolution and have monitoring and evaluation capabilities, must
demonstrates ability to reach conclusions on possible causes, as well as strategies to prevent and
manage conflicts and ability to assess potential risk, conduct rigorous structural, dynamic and actor
analysis with a view of formulating in a timely manner policy options to decision-makers, demonstrates
good knowledge of back-stopping special political missions, be conversant with the EAC and its goals.
Ability to work collaboratively with colleagues to achieve organizational goals; willing to learn from
others; places team agenda before personal agenda; shares credit for team accomplishments and
accepts joint responsibility for team shortcomings. Ability to develop clear goals that are consistent with
agreed strategies; identifies priority activities and assignments; adjusts priorities as required; plan
appropriate amount of time and resources for completing work; foresees risks and allows for
contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Excellent communication and analytical skills, ability to network and work with both state and non state
actors, conversant with computer application and internet, good report writing skills.
Proven proficiency in English (both, oral and written) is required. Knowledge of Kiswahili as an EAC
Lingua Franca and other EAC languages is an advantage for this job.

TERMS AND CONDITIONS OF SERVICE
This position is EU/AU funded and is a non established position whose contract terms are limited to the
period of support; it may be renewed subject to extension of the funding. The post offers attractive
consolidated remuneration package.

The position will be subjected to the EAC quota system.
