Executive
summary
Duhozanye 
is a  Non- Governmental  Organization  legally operating in
Rwanda granted legal personality No 131/11 of 2003 whose miss

ion is“ to ensure
the socio-economic rehabilitation of widows and orphans of the genocide in
order to integrate them into everyday life so that they can particularly
striving for self-reliance and generally participate in the development of the
country”.

INTRODUCTION
Duhozanye
is hiring a Consultant to produce an annual summary report of women’s budget
tracking results focusing on district budget allocation on interventions
addressing women’s disproportionate burden of unpaid care work, improving food
production and access to markets within POWER Project implementation areas. The
analysis will focus on district budget allocation on activities contribute to
women unpaid work reduction include; community ECDs, household water provision,
cooking energy sources, climate resilient sustainable agriculture and access to
markets among women smallholder farmers. These activities are essential to the
daily life of any family as to the health of a national economy.
The
purpose of this work is together women’s budget tracking results and produce a
summary report informing the district budget allocation to community household
water provision, cooking energy sources such Biogas, solar energy, cooking gas,
community Early childhood development centres, and inputs to climate resilient
sustainable Agriculture for smallholder farmers especially women including
access to markets for their products. The Consultant will work with the trained
women on budget monitoring and tracking in Districts of Nyanza, Gisagara,
Nyaruguru, Karongi and Musanze to produce an annual summary of budget tracking
results. Consultant will be supervised by the project manager and Duhozanye
Project officer with provision of technical support on the assignment. This
assignment is expected to start in August 2017 and lasts approximately for 21
working days starting from the signing of the contract.  This document
comprises a detailed scope of work, requirements for the position, and list of
expected deliverables 
PROJECT
BACKGROUND:
ActionAid’s
vision for women’s economic empowerment is of a world in which women have equal
access to and control over resources and opportunities including skills
development and market information and live in a social, cultural and political
environment in which women have control over their time, access to income-generating
opportunities and control over that income. Across all societies this vision is
far from realised due to a combination of interlinked social, economic and
political factors.
Deep
seated views of women as caregivers, and men as ‘breadwinners’, continue to
perpetuate the discrimination of women, restricting women’s movement and thus
limiting their participation in society and the economy. This is often
compounded by a lack of policies and poor implementation at local, national and
international levels.
Our
long-term objective is to increase the economic empowerment of women and
contribute thereby to gender equality. The Promoting opportunities for women
empowerment and rights aims to increase the income of 6,000 women in Rwanda and
their ability to control their income, through practicing Climate Resilient
Sustainable Agriculture, better access to profitable markets and reducing,
recognising and redistributing their Unpaid Care Work. The five year
multi-country project is funded by the Dutch Ministry of Foreign Affairs.The
project will focus on the following four interlinked areas;
  • The
    empowerment of women at household and community level, raising awareness
    of and claiming their rights;
  • The
    recognition, redistribution and reduction of Unpaid Care Work which keeps
    women in the private sphere;
  • The
    increase of women’s access to productive resources, markets and knowledge
    of sustainable practices, which will ensure women continue to have a
    livelihood in the longer term, and;
  • Effecting
    policy and institutional change to provide an enabling environment that
    supports women’s economic empowerment.

outcomes
Outcome
1:

By the end of 2020 6,000 rural women are organised and are able to demand their
rights as farmers and carers and have greater influence in their households and
communities
Outcome
2:

By the end of 2020 Women’s unpaid care work (UCW) is more highly valued within
households, communities and government, more evenly distributed within
households and hours spent by women on UCW is reduced, resulting in more free
time for women to engage in social, economic and political activities.

3:

By the end of 2020, 22,000 rural women have more secure and sustainable access
to markets and productive resources leading to increased income
Outcome
4:
Greater
visibility of intersections of climate resilient sustainable agriculture,
women’s unpaid care work and women’s economic participation leads to changes in
policy and practice by sub-national, national, regional and international
stakeholders by 2020.
Ojective
of the consultancy
The
overall objective of this work is to annually analyse District annual budget
allocation to address women’s demands on unpaid care work, climate resilient
sustainable agriculture (CRSA) and access to markets
Specific
objectives are to:
  1. Provide
    annual summary report of women’s budget tracking results for district
    budget 2016/2017 and 2017/2018
  2. Share
    the summary report with project stakeholders and district authorities for
    action in response to women’s demands on unpaid care work, sustainable
    agriculture and access to markets
For
this, Duhozanye invites proposals from the reputed and experienced experts
towards the conduct of the consultancy.

Duhozanye office located in Gisagara District, Save sector from 17th
August, 2017 
(from 8:00 am to 5:00 pm) and are requested to submit
their technical and financial application files not later than 7th
September 2017
at 11:00 am in a sealed envelope at DUHOZANYE office.
The application should be addressed to the President of DUHOZANYE Organization.
