DRC Protection Programme Manager Job Vacancy in Harper, Liberia

BACKGROUND
DRC has worked in West Africa since 1998, working with displaced people in southeast Liberia. In 2006, DRC opted for a regional strategy in response to continued conflict and displacement across the border between Liberia, Côte d’Ivoire and Guinea. Today, DRC operates a regional programme in Liberia, Côte d’Ivoire and Guinea focusing on the border areas which are particularly vulnerable to suffer the effects of conflict and displacement. DRC’s Regional Office is based in Abidjan, Côte d’Ivoire, with a supporting office
in Monrovia, Liberia.

DRC’s programme in West Africa aims at building up the capacities for protection in the border areas and strengthening durable solutions for the displaced. This is done by working with the communities on either side of the border which over the years have received, hosted and protected the shifting waves of refugees from conflicts in Liberia and Côte d’Ivoire. The programme focuses on emergency response, strengthening of livelihoods in conflict-affected areas, and enhancing the governments’ provision of social services.

KEY TASKS AND RESPONSIBILITIES
The protection programme manager is responsible for the implementation and monitoring of protection projects in Liberia, including providing the relevant trainings for staff to build capacity in protection and to train duty bearers.

He/she is also tasked with providing technical assistance and guidance to mainstream protection across programmes in all sectors, and to develop/strengthen relationships with donor for protection projects in close cooperation with the Country Director and Regional Director.
a) Project Implementation and Monitoring, technical support
• Planning, implementation, monitoring and reporting of the protection project in the context of stabilization in the Liberian border communities
• Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, feeding into programme adjustments and regular reporting as well as advocacy and new programme development
• Deliverance of both on-the-job and formal trainings for national staff in protection monitoring, including international and national human rights standards, and a rights-based approach
• Supervision and co-ordination of national staff
• Provision of technical support in linking DRC Liberia’s programmes to relevant protection standards, protection mainstreaming and ensuring a rights-based approach to all programming
• Ensure that a common strategy, approach and tools are developed for all protection components across DRC’s multi-sectoral programmes in Liberia
• Work closely with Heads of Offices/Programme Managers to maximize programme output and impact

b) Forward Planning and Developing proposals
• Identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact
• Develop concept notes and/or proposals in close cooperation with the Country Director
• Develop longer-term strategy for protection interventions in Liberia for DRC’s Liberia Strategic Programme Document, in close cooperation with the Country Director

c) Logistics /Finance
• Monitor financial commitments and expenditures against budgets
• Liaise with DRC Administration, Logistics, and Finance Departments and the Programme Manager to ensure smooth operations

d) DRC Representation
• Representation of DRC and active participation in the local Protection Sector and relevant sub-sectors/working groups
• Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, protection gap analysis, advocacy
• Development of advocacy initiatives
• Maintain/establish rapport with government authorities, UN agencies, international and local NGOs

REQUIRED QUALIFICATIONS
• Advanced university degree in law, human rights, social sciences or related field
• 5 years professional work experience in operational IDP or refugee protection, including at least 3 years at the international level
• Experienced with combining protection work with delivery of humanitarian aid
• Proven record of providing trainings and workshops on human rights topics
• Excellent analytical, strategic and communication skills
• Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders
• Ability to work under pressure, culturally sensitive, and ability to work with minimal supervision

TERMS AND CONDITIONS
Availability: As soon as possible.
Duty station, residence: Harper, Liberia, with regular travel to field offices. Non-family duty-station.
Contract: Until end of 2012.

Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates (available at www.drc.dk under Vacancies). The position is graded as B3.
