Governance sector is one of the sectors identified by the Government of Malawi for the purposes of enhancing democratic governance reform in the country. In order to ensure a coordinated and harmonized approach to such reform, the sector would like to develop a 5 year sector strategy that will inform and guide the sector, development partners and other stakeholders on the vision, mission, strategic priorities as well as the impact indicators, responsibilities and required resources for effective reform in the sector. The strategic plan will also inform the establishment of the democratic governance sector wide approach.

INTERNATIONAL CONSULTANT: DEVELOPMENT OF A DEMOCRATIC GOVERNANCE SECTOR STRATEGY FOR MALAWI

Location: Lilongwe- with travel to other districts within Malawi
Application Deadline: 08/10/2011
Duration of Initial Contract: 180 working days (9 months)

Background:
The Democratic Governance sector is one of the sectors identified by the Government of Malawi for the purposes of enhancing democratic governance reform in the country. In order to ensure a coordinated and harmonized approach to such reform, the sector would like to develop a 5 year sector strategy that will inform and guide the sector, development partners and other stakeholders on the vision, mission, strategic priorities as well as the impact indicators, responsibilities and required resources for effective reform in the sector. The strategic plan will also inform the establishment of the democratic governance sector wide approach.

In this regard, the purpose of this consultancy is to engage a leading international consultant who will facilitate the process of developing a five (5) year Democratic Governance Sector Strategy for Malawi. He/she will be assisted by a team of two local experts.

Required Skills and Experience:
• The leading consultant shall hold a Post-graduate degree (those with a PhD will have an added advantage) in development studies, law, public administration, political science, or relevant social sciences. He/she should have practical experience in facilitating Multi Stakeholders’ consultation Processes (MPS) with 15 years experience in the areas of democratic governance reforms in Sub-Saharan Africa. He/she will have additional competencies in strategic planning and budgeting, monitoring and evaluation, investment planning and budgeting. He/she must have a strong understanding of political dynamics in government, civil society (non state actors) and the donor community in developing countries. The candidate must have excellent communication and presentation skills, and demonstrated ability to facilitate workshops, excellent IT skills, including word processing, excel, and power point presentations, with excellent knowledge of written and oral English.
