Title
of Consultancy:
Develop a framework for valuation of ecosystem services and build capacity of
REMA staff and other key stakeholders in using valuation tools.
Rwanda
Environment Management Authority (REMA) is seeking expression of interest from
qualified International or Regional Companies to develop a framework for
valuation of ecosystem services and build capacity of REMA staff and other key
stakeholders in using valuation tools. Interested Specialized Consultant must
provide profiles and all information indicating that they are qualified to
perform the services (consultant’s references, brochures, description of
similar assignments, experience in similar work, expression of knowledge of the
assignment, etc.)
Ecosystems
goods and services play important role in Rwandan economic development as its
economy is largely dominated by the agriculture sector, which employs more than
80 percent of the economically active population and accounts for more than
32,2% of gross domestic product (GDP) (seven years Government report 2010).
However, this key sector is experiencing two major constraints: a decline
in productivity owing to soil degradation caused by severe erosion, intensive
land use, and poor agriculture practices on the one hand and land shortage and
fragmentation due to the inheritance system on the other. As a result
farmers have been expanding agricultural land into the fragile valley –bottom
lands and fragile marginal lands on steep slopes previously used for pasture
and/or woodlots. In low-lying and wetland areas, intensive “marsh” cultivation
has caused stream flow changes, increased water evaporation and reduced water
tables and groundwater recharge and this reduce productivity as well as
increasing poverty.
A key
issue identified as being of great importance to poverty reduction and better
informed environmental decision making is the economic valuation of ecosystem
services. Such valuation provides policy makers with critical information that
facilitates environmentally sustainable decision making. Thought, there is a
need of developing a framework to valuate ecosystem services and build capacity
of REMA staff and other key stakeholders in valuation tools.
Objectives
of the consultancy:
– Develop
practical guidelines on tools used for the valuation of Rwanda’s ecosystem
goods and services
– Train
key end users of practical tools for the valuation of Rwanda’s ecosystem goods
and services through at least one case study.
