Deputy Team Leader Job Vacancy in Malawi

Background
We are
seeking applicants for the Deputy Team Leader role on an upcoming DFID-funded
programme in Malawi. The multi-year year programme aims to address access to
justice (A2J) and violence against women and girls (VAWG) through strengthening
the capacity of communities and institutions to prevent and respond VAWG and
violence against children (VAC); and to improve the accessibility,
responsiveness and accountability of the justice system for women and girls
living with violence.

The
programme will take an innovative approach to addressing security and justice
challenges facing women and girls in Malawi by testing, adapting and evaluating
VAWG/VAC prevention and response approaches in different community contexts,
scaling up those that prove to be successful. The aim is to shift social norms
and practices; and increase access to formal and informal justice services that
are accessible, responsive and accountable to the needs of women and children.
The
programme will work with a range of national, regional and district
stakeholders and will include strategic interventions at national level as well
as a comprehensive community-level package. Evidence and learning will be at
the core of this approach, informing how to most effectively achieve results
that lead to sustainable change within the Malawian context.
Job
Description
The
Deputy Team Leader will support the Team Leader to manage the programme,
contributing to the strategic vision and stakeholder/partner engagement
efforts, and ensuring the delivery of effective VAWG/VAC/A2J interventions,
together with robust capture of results and impact.
He/she
will be responsible for day-to-day management of in terms of both technical and
operational delivery. This will involve overseeing processes and systems to
ensure that the team are able to deliver work plan activities in line with
agreed timeframes and budget, and to complete all reporting and monitoring
requirements as set out by the Programme Manager.
The
Deputy Team Leader will likely have significant line management duties,
including overseeing key programme staff (Community Engagement Lead and
National Level Strategic Interventions Lead), potentially also the Monitoring,
Evaluation and Learning (MEL) Lead. If the Deputy Team Leader has particular
expertise in MEL, he/she might be asked to direct this key element of the
programme.
The
Deputy Team Leader will have responsibility for overseeing general operations
including financial management, grants and procurement, ensuring that value for
money considerations are prioritised at all times.
Key
Requirements
·        
First
degree from a reputable institution; project management qualification/training
desirable
·        
Good
knowledge of the Malawian context and previous experience of working there;
existing relationships and networks in Lilongwe
·        
Programme
management background and extensive experience managing programme staff
·        
Strong
track record of fund/grants management (ideally in Malawi) and experience of
overseeing donor supported grant dispersal
·        
Proven
financial literacy and financial reporting
·        
Good
understanding of monitoring and evaluation frameworks in donor funded
programming and experience capturing and acting on programme learning
·        
Background
of working on donor/large NGO funded programmes. Experience working with DFID
would be preferable.
·        
Demonstrable
ability to communicate clearly with stakeholders and in written reports
Desirable
·        
Track
record of collaborating with NGOs and community-level organisations in Malawi
·        
Sectoral
experience and knowledge of VAWG, VAC or access to justice programming (formal
or informal)
·        
Relationships
with key security and justice actors in Malawi or with
individuals/organisations working on violence against women and girls or
violence against children
·        
Experience
of designing and delivering programmes in which gender sensitivity and conflict
sensitivity are mainstreamed priorities that inform decision making
·        
A
flexible, responsive and problem-solving approach to programme delivery;
experience of adaptive programming
