Democratic Governance Facility (DGF) Programme Officer Jobs Vacancies in Uganda

A number of
Development Partners in Uganda have decided to develop a joint Democratic
Governance Facility (DGF) to manage a coherent, harmonized and coordinated
multi- donor support programme aimed at enhancing democratic governance in
Uganda. It is based upon three components: Deepening Democracy; Rights, Justice
and Peace; Voice and Accountability.

The Programme
Officers will be assigned to the Voice and Accountability (V & A) component
of the DGF, which aims to strengthen accountability of public services at state
and local government levels, primarily by empowering citizens to articulate and
voice concerns, to engage constructively in the monitoring of service delivery
and to influence transparent planning and decision-making processes.
The Component will
have three focus areas:
  • Strengthening Local Accountability
    Networks and Partnerships
  • Improving basic service delivery
    to poor, vulnerable and socially excluded groups in Northern Uganda and
    other targeted areas.
  • Harnessing natural resources,
    including oil, for better service delivery.
Key
responsibilities:
Economic and
political analysis of the context in which the DGF is operating as well as
stake-holder analysis of key players.
Management
of partner relations:
  • Identification and assessment of
    partners.
  • Oversee funding application
    processes, including “calls for proposals” in accordance with the DGF
    Project Cycle Management Manual and Business Procedures Monitoring and
    Evaluation:
  • Work closely with partner
    organizations to put in place effective M&E-systems capable of
    tracking progress and measuring impact of their work.
  • Provide input for the reporting on
    key challenges and results achieved by the component
Requirement:
Academic
and professional qualifications:
  • An advanced degree (master level)
    in Development Economics, Political Science and/or Natural Resources
    Management or related field.
  • Additional qualifications in
    project management & administration, public policy, social accountability,
    participatory development, results based management are an advantage.
Competencies
and experience:
  • Good knowledge of current
    development challenges and political developments in Uganda.
  • At least five years experience in
    similar role in the realm of democratic governance, including the
    management of partner relations
  • Strong conceptual and analytical
    skills as well as experience of working constructively and strategically
    with both state and non- state actors.
