Data Quality Specialist
The Data Quality Specialist will oversee and provide training on data quality assurance methods for data entered into the HRIS. The Data Quality Specialist should have a background in quantitative data collection, cleaning, analysis, and use, as well as experience in training and in providing good documentation of data quality processes to ensure continuity and sustainability. The Data Quality Specialist will also have experience translating quantitative data into meaningful and understandable reports.
Specifically, s/he will:
• Motivate users about the importance of good data quality and encourage data use.
• Anaylze the HRIS databases at the HPCs, MOH, NRH, and districts to identify patterns in data quality errors and help the users to clean out these errors and prevent replication in . Document data cleaning processes and review data analyses and reports generated by the system for errors.
• Document patterns of gaps in data quality in the HRIS and develop a strategy to prevent future errors and complete existing data.
• Establish present manual information needs within the HPCs, MOH, NRH, and districts and ensure the databases capture the information needed to replace manual systems
• In collaboration with users develop easy-to-follow, comprehensive written guidelines to standardize data quality practices from point of collection to reporting
• Assess capacity needs at the HPCs, MOH, NRH, and districts and develop a training strategy to address gaps in knowledge.
• Train staff, health professional councils, district health officers, USAID group supporting CAs, and others on methods to ensure data quality.
• Provide support for the development of standardized drop-down menus and a data dictionary in line with data qualify guidelines
Job requirement
Qualifications:
1) Education
• Bachelors in Statistics or a degree related to Quantitative Research
• Strong*knowledge of database design and management, quantitative data collection methods, data cleaning and analysis
ii) Work Experience
• . At least four year’s relevant experience working with system analysis, managing large quantitative data sets, and ensuring data quality, preferably in the field of health.
• Experience working with and analyzing large databases
• Experience in training data users and data entry clerks
• Demonstrated experience in data quality monitoring and data cleaning procedures Experience of process mapping
