* This position is for submission in an anticipated proposal and contingent upon successful award of funding.
Responsibilities:
The Chief of Party will serve as the key liaison between the donor, institutions, and client country partners involved with the program to exchange information and develop professional relationships.
S/he will also be expected to play a lead role in interacting with senior Government of Rwanda counterparts, donors, and other key water and environment stakeholders.
The Chief of Party will be responsible for preparation of annual work plans, quality control and timeliness of all deliverables, and review of all financial and results reporting information on a regular basis.
S/he will provide overall leadership, supervisory management and general technical direction of the entire program and will make verbal or written presentations to varied audiences as requested.
Qualifications Required:
• Advanced degree in technical area related to agriculture, geography, land/natural resource management, anthropology, environment, or related field required
• Subject matter expertise in land tenure policy and reform; resource rights, governance, and planning; access for women, youth and other vulnerable groups; institutional strengthening and capacity building; conflict resolution, agriculture, and poverty strongly preferred
• At least 10 years of progressively responsible work experience in managing and implementing land tenure reform, local governance, institutional strengthening, conflict resolution, land use planning, and related technical programs in developing countries, preferably in Eastern Africa
• Three to five years of Chief of Party experience on US Government (USG) funded programs strongly preferred; proven knowledge of USG regulations, project reporting and documentation requirements
• Proven experience working effectively with multiple stakeholders including USG, host government officials, multilateral and donor organizations, and local implementing partners
• Supervisory and management experience, including direct supervision of professional and support staff; senior-level supervisory experience on USG-funded programs preferred
• Exceptional interpersonal, communication, and presentation skills
