Position: Group Procurement Officer
Reporting to the Chief Executive Officer
The ideal candidate should be experienced in procurement management, business
processes and organizational planning and should be able to work independently
with limited supervision. This person must have strong leadership skills, well
organized, flexible and able to embrace the challenges of business diversity.
implementing the Subsidiaries’ procurement functions, have the ability to
interact with staff at all levels in a fast paced environment, sometimes under
pressure, remaining flexible, proactive, resourceful and efficient, with a high
level of professionalism, integrity and confidentiality. Written and verbal
communication skills, strong decision making ability and attention to detail
are also important.
He/ She should be able to drive the Group Procurement Team, Manage and Support
the Procurement Central Services Team and Subsidiary procurement teams in all
aspects related to Procurement and Supply Chain.
Requirements
– Bachelor’s Degree in any field with Professional qualification in Procurement
and/or Supply Chain
– 4-5 years experience with Managerial level experience in a big institution,
investment company or Group of companies in procurement and operational
management of businesses.
– Excellent communication skills both verbal and written.
– Demonstrated leadership, integrity and professionalism with knowledge in
procurement management.
– Excellent interpersonal skills and a collaborative management style able to
deal with various stakeholders.
– Budget planning and monitoring experience for profit making entities.
Key responsibilities include:
– Under the direction of the CEO provide strategic advice, planning, and the
Group’s investments compete in a global economy and increase shareholder value
through effective procurement methods.
– In consultation with the CEO and Subsidiary Company managers prepare annual
procurement plans. This includes integration of the annual procurement plan for
all subsidiary companies with a view of developing appropriate procurement
strategies that create value for money for CVL.
– Ensure that all CVL group procurement activities are conducted in a fair and
transparent manner giving the required value for money in line with established
procurement policies and procedures.
– Plan, execute, and finalise procurement projects according to deadlines and
within budget, acquiring resources and coordinating the efforts of team members
and internal departments in order to deliver according to plan.
– Study from time to time and advise the CEO on the feasibility of implementing
innovative project delivery and financing strategies and give strategic
directions to the procurement function.
– In consultation with Central Tender Committee prepare and seek authorization
for bid notices before their publications.
– Prepare and/or oversee the preparation of solicitation documents and handle
communication with bidders.
– Oversee pre-bid meetings, bid closings, bid openings and work closely with
the Central tender committee in the evaluations and negotiations.
– Work closely with the Legal Department in the preparation of contract
documents and subsequent amendments, if any.
– Put in place appropriate procurement monitoring and follow up mechanisms for
CVL and all subsidiary companies and always make a follow up to ensure that the
procurement activities are carried out as planned; identify any departures and
take appropriate actions and submit monthly reports to the CEO within time and
quality.
– Put in place appropriate quality assurance procedures for the procurement
function of CVL Group.
– Constantly liaise with the Group Internal Auditor concerning any of his
findings relating to deviations from contract terms and conditions and ensure
that notifications are made to the Central tender Committee and CEO.
– Oversee the filing of all procurement documents including bid notices,
solicitation documents, bids submissions, bid evaluation reports, contract
documents, amendments, if any, all communications and other records as required
by CVL policies and procedures.
– Prepare annual capacity building requirements of the procurement function
within CVL Central Procurement Unit and subsidiary companies procurement units.
Languages
– Must be fluent in English, speaking Swahili and Kinyarwanda is an added advantage
but not a requirement.
