BACKGROUND
Since 2004, CRS Tanzania has led high impact MNCH
interventions through the prevention of mother to child transmission (PMTCT)
first under the HIV/AIDS care, treatment and support program AIDSRelief and now
through its successor program, Local Partners Excel in Comprehensive HIV &
AIDS Service Delivery (LEAD). In 2012, CRS Tanzania began implementing THRIVE, a
3-year early childhood development (ECD) program that adopts a holistic,
culturally appropriate approach to mental, physical, social and emotional
development of children 0-5 and their caregivers. CRS also implements
Integrated Water Resource Management projects, which focus on water and
sanitation as well as water resource management.
CRS/Tanzania’s
recently completed draft strategic plan (developed through a participatory
two-year process) calls for a focus on three core areas:
  1. Rural livelihoods: Using the “5-skills set”
    approach of i) group management ii) financial management iii) marketing
    and agro-enterprise iv) sustainable production and v) innovation, programs
    in agricultural production, marketing and savings will build resilient,
    profitable and innovation-driven livelihoods.
  2. Health: This area covers nutrition; improving
    local organizations’ capacity to address priority health issues including
    MCH and child wellbeing, HIV/AIDS, communicable and non-communicable diseases;
    and Health System Strengthening (HSS).
  3. Water Management: programs will be based on
    evidence-based approaches of Integrated Water Resource Management that
    encompass water governance, multiple uses of water and disaster risk
    reduction (DRR).
In 2013, a
consultant was hired to assist CRS/Tanzania in developing a work plan for
technical roll-out of its strategic health plan and for reinforcing its health
program, based on the organization’s strengths, health sector and donor trends.
A strategic action plan has been developed but will depend on a strong
individual who can build relationships in the health sector and capitalize on
opportunities for partnership and growth. In order to implement the health
strategy and create a more cohesive health program, CRS/Tanzania is seeking a
Health Program Director.
JOB SUMMARY
The Health Program Director will lead the
consolidation and growth of the health program, creating a unified vision among
current health project staff and program leadership, identifying and instituting
growth strategies, assuring high-quality staffing and staff support, and
representing the program among internal and external stakeholders.
SPECIFIC
RESPONSIBILITIES
  • Program Technical Development and Quality: The
    Health Program Director will take the lead in maintaining and improving
    program quality, innovation and learning among the various health
    projects, in line with international best practices and quality standards.
    He/she will help to unify the health team to collectively move towards
    quality integrated projects and will identify and lead initiatives to
    capture learning and to share technical and programmatic lessons learned
    within CRS Tanzania and with other CRS country programs.
  • Program Growth: The Health Program Director
    will, together with the Country Representative, Head of Programs and
    Business Development Manager, be responsible for growing the health
    program portfolio. Such work will include remaining up to date on donor
    trends and opportunities, identifying priority technical areas for
    investment, assuring that CRS is prepositioned in priority technical
    areas, carrying out assessments with partners, networking with donors,
    government and other PVOs, and all aspects of proposal development and
    review. As part of this effort, the Program Director will identify
    strategic uses of flexible internal funding that will build relationships
    and position CRS for an increased role in the health sector and raise
    visibility. In addition, he/she will identify opportunities for strategic
    partnerships with GoT, implementing partners, donors and civil society.
  • Representation: The Health Program Director
    will represent CRS in national-level meetings, relevant sharing forums and
    technical working groups (nutrition, ECD, community health) in order to
    best understand new findings / best practices, the implementing
    environment, and existing health programs in Tanzania (including regional
    and international communities of practice). He/she will also function as a
    key facilitator of relations with Church and other partner organizations
    involved in health programs.
  • Staff Management: The Health Program Director
    will supervise, lead, mentor and coach health program staff, ensuring that
    performance management is consistent and supportive throughout the
    program. He/she will help build the team through effective recruitment and
    orientation as new opportunities arrive, assuring high quality staffing.
    He/she will supervise health project managers, assuring that projects
    produce targeted results on time and on budget.

QUALIFICATIONS
  • Master’s degree in Public Health, Community
    Development Behavior Change / Sociology or other clinical training
  • At least 10 years’ experience working in
    public health, nutrition, early childhood development and / or community
    systems strengthening.
  • Skills and experience in high-level advocacy,
    negotiation and coalition building with multiple stakeholders and proven fundraising
    experience
  • Experience in partnership with public and
    private sector
  • At least 5 years’ field experience working in
    support of national health systems in some of the following areas: health
    systems strengthening for HIV and MNCH, participatory approaches for
    community mobilization and behavior change, prevention and treatment of
    malnutrition, early childhood development, community case management
  • Strong communication and networking skills to
    market CRS as a health organization
  • Existing relationships within the Ministry of
    Health with a reputation as a reliable and experienced advisor.
  • Familiarity with clinical areas funded by
    PEPFAR, GFATM, GHI, FTF, PMI and others.
  • Knowledge and understanding of gender analysis
    and transformation in rural communities
  • Demonstrated abilities in documentation of
    lessons learned, report-writing, monitoring and evaluation
  • Skilled in working collaboratively with others
    not under supervisory control to achieve results
  • Excellent independent judgment and
    decision-making skills
  • Fluency in Swahili and English
