Crown Agents USA,
Inc. (CA-USA) is seeking an experienced Technical Advisor, with a water and
energy focus, for an 18-month US-Donor funded Program in Gaborone, Botswana.
Specific
Responsibilities
The Advisors will
perform their duties in Gaborone, Botswa
na over a period of 18 months, and
will:
· Assist with
preparing and reviewing tender documents and evaluation criteria, including
life-cycle cost analyses, for specific, high priority projects, including a
water expansion project.
· Assess existing
procurement practices and assist in the establishment of quality and cost-assessment
procurement guidelines
· Support
acquisition planning and market research and develop specifications and
value-based evaluation criteria, including life-cost analysis
· Strengthen
reporting structures between the grantee and the procuring entity
· Catalogue
international best practices for value-based procurement with a focus on
creating transparent objective selection criteria used to evaluate complex,
high-value strategic water and energy procurements to serve a reference and
resource for the Grantee
· Promote the skills
development of Grantee staff, including conducting trainings related to
technical, contractual and financial specification systems
Qualifications
· Technical
experience in acquisition planning for large energy and water infrastructure
project and in utilizing value-based procurement models to structure
procurement
· Familiarity with
International best practices in procurement and knowledge of public procurement
systems in emerging economies
· Familiar with
water and energy infrastructure tender documentation
· Experience in
direct management of infrastructure projects
· Demonstrated
expertise in evaluating complex infrastructure projects utilizing total cost of
ownership and life-cycle cost analysis.
· Ten or more years
of professional work experience with the majority focused on procurement or
procurement related work in the water and/or energy sector
· A Bachelors level
degree or equivalent in the fields of engineering, business, law or other
related fields
· Advanced degree in
engineering or other technical field and advanced procurement training highly
desirable
· Excellent Oral and
Written Communication Skills and fluent in English
