Project
Description
The
Rwanda Private Sector Driven Agricultural Growth Project (PSDAG) is a five-year
Feed the Future project funded by USAID and implemented by RTI International.
The project was created in line with Government of Rwanda (GoR) targets and
aims to develop a strategic partnership between the Rwandan public and private
sectors to improve the conditions for investment mobilization and to create
more economic opportunity for smallholder farmers through increased value chain
market integration. The project’s principle objectives include:

Objective 1: Assisting the Government of Rwandan (GoR) to Attract and
Increase Private Sector Investment
·
Objective 2: Facilitating Increased Private Sector Investment by
Upgrading Agricultural Value Chains
Objective
I will include the development and implementation of a clear roadmap for
attracting and supporting private investment, including clear definition of
roles and responsibilities within the GoR to improve the enabling environment
and work with potential investors from their expression of investment interest
to the implementation of the investment.
Specific
Responsibilities
The
SPIDS will be responsible for overseeing the following activities in support of
PSDAG:
·
Lead PSDAG contributions to and support of GoR development and implementation
of a private sector agriculture and agribusiness investment framework.
·
Lead PSDAG contributions that enhance dialogue and interaction between GoR
agencies and national and international agribusiness investment stakeholders.
Ensure effective support to existing public-private dialogue processes that bolster
interaction between Rwandan private and public sectors.
·
Lead coordination and collaboration with GoR agency stakeholders with
agricultural development and agribusiness investment promotion mandates to
formally define and agree upon their investment framework roles,
responsibilities, procedures and time frames. Lead PSDAG contributions to the
publication of a GoR approved investment framework to guide public and private
sector efforts to increase investment in agriculture and agribusiness.

Lead PSDAG support to the incorporation of the investment framework into RDB,
MINAGRI, MINICOM, and other national and provincial agency agriculture and
agribusiness investment promotion policies, guidelines and implementation
plans.
·
Lead PSDAG contributions to the analysis of policy and regulatory constraints
to agriculture and agribusiness investment profitability, competitiveness and
attractiveness.
·
Lead PSDAG identification, evaluation and pursuit of strategic and operational
partnering opportunities with GoR agencies, private firms, donor agencies and
donor funded projects and activities in achieving PSDAG objectives.
·
Lead PSDAG Objective 1 team contributions to annual work plans, monthly,
quarterly and annual reports, discreet analytical documents, performance
monitoring, presentations, success stories and other strategic and operational
reporting.
·
Supervise and develop the professional capacity of PSDAG’s Objective 1 team.
Successfully represent PSDAG to GoR officials, PSDAG stakeholders and
USAID/Rwanda.
·
Other tasks as assigned by the PSDAG Chief of Party.
Qualifications
·
Master’s degree in Agricultural Economics, Economics, Quantitative Social
Science, Agribusiness, Business Administration or other relevant degree.
·
Excellent English verbal and written communication skills.
·
Minimum of 7 years of progressively responsible experience in agricultural
development, agribusiness, trade and investment, or any combination thereof is
required. Previous investment framework development experience is highly desirable.
·
Experience working with host country public agencies and ministries as well as
with private sector advocacy organizations.
·
Demonstrated experience in policy reform process facilitation, public-private
dialogue and stakeholder coalition building.
·
Experience with policy research, policy advocacy coordination and support to
public and private business and civil society organizations.
·
Experience and familiarity with agricultural development strategies and policy
issues in Africa.
·
Proven experience in project and staff management.
