Responsibilities will include (inter alia):
• Providing long-term and demand-led advisory services in coaching systems to strengthen internal control systems;
• Project management function;
• Coordinating stages of the project with key stakeholders and ensuring transparency for the partner;
• Reporting;
• Coordinating the organisation/running of coaching measures and events;
• Ensuring project administration is in place;
• Monitoring and documenting work progress;
• Ensuring a monitoring and evaluation system is in place; and
• Planning and supporting project-related research.
Required Qualifications:
• Experience in long-term advisory services supporting complex reform process, strong background in Public Financial Management and in-depth expertise in internal control systems, accounting as well as auditing procedures;
• A minimum of 15 years working experience in related areas of public financial management and local government systems;
• At least 5 years of working experience in developing countries;
• A proven track record in conducting change processes within public administration, and must be used and able to work in a multi-stakeholder environment;
• Proven experiences in training system development; and
• A Masters degree in economics, public administration, public financial management or equivalent.
Experience at the State (Provincial) and municipal levels is an asset.
