Summary:
Counterpart International is recruiting a Director
of Finance and Administration for a 2-year $12 million program in the Republic
of Sudan that aims to broaden the base and capacity of civil society actors and
networks, increase civic engagement, and promote peace and democratic
governance. Technical assistance will target women and youth, promote access to
information, facilitate consensus building, help mitigate conflict, and build
bridges between civil society, government and the private sector. The Director
will be responsible for the day-to-day oversight of all finance and
administrative functions, including a significant grant-making component. The
Director will supervise staff. She/he should be knowledgeable and experienced
with USAID rules and regulations governing all aspects of financial and
administrative management and oversight of programs. This position will be
based initially in Nairobi with possible travel to other countries within the
region. The position is expected to re-locate to Khartoum at the time
Counterpart receives Government of Sudan authorization to operate in-country.
This could occur by summer 2013. (Please note Nairobi is an accompanied post.
Khartoum is not.)

Duties and Responsibilities:
Finance
- Oversee the preparation of internal financial
and budget reports. - Monitor budgets and regularly provide updates
to the COP, Civil Society Director and Counterpart International HQ
management and financial staff. Take judicious and timely decisions
accordingly. - Establish, review and monitor internal
financial/procurement control systems and procedures to ensure compliance,
transparency and effective utilization of US government funds. - Monitor cash and bank operations.
- Supervise and ensure timely submission of
financial reporting to Counterpart HQ. - Ensure Finance Officers thoroughly review
financial reports submitted by program sub-grantees, in accordance with
Counterpart standards for due diligence and compliance requirements. - In coordination with Counterpart HQ ensure the
timely submission of financial reports to USAID. - Support the Civil Society Strengthening and
Grants teams with effective grants management and monitoring, including
negotiating, monitoring and evaluation of award budgets and expense
reconciliation. - Support national finance staff professional
development and skills transfer. - Ensure financial compliance with USAID &
Counterpart International’s rules, regulations, and reporting
requirements.
Administration
- Oversee day-to-day office and logistics
operations and support the COP in meeting HR management and staffing
needs. - Oversee procurement functions in compliance
with Counterpart and USAID rules and regulations. - Ensure that inventory records are updated on a
regular basis and that adequate safeguards are in place to ensure the
proper use, storage and transfer of Counterpart property and assets. - Maintain human resource files and records and
ensure staff adherence to Counterpart HR codes of conduct and ethics. - Oversee payroll and ensure processing is
accurate and timely. - Ensure that Counterpart’s HR, IT and office
policies and procedures are transparent, uniformly applied, and strictly
followed. - Other management duties and responsibilities
as assigned by the COP.
Qualifications:
- BA Finance/Accounting or equivalent required.
CPA, MBA or Master’s in accounting, finance or other relevant field
preferred. - At least 7 years of post-graduate experience
working with international NGOs managing finance and administrative
functions. - Experience with management or oversight of
grant-making, from financial negotiation with sub-grantees to budget
agreement and monitoring for compliance to internal and donor policies - Experience working internationally.
- Excellent coordination, reporting and planning
skills. - Ability to set priorities and manage time
effectively. - Ability to work under pressure, both
independently and as an effective team member. - Analytical and problem-solving ability.
- Proven ability to mentor and support the
professional development of direct reports and colleagues. - Ability to secure a visa/work permit for
Kenya/Sudan. - Extensive knowledge of USAID Rules and
Regulations, particularly as they apply to Cooperative Agreements. - Computer literacy, including proven experience
with computerized accounting and financial management software, word
processing and spreadsheets (MS Word, Excel). - Required knowledge of QuickBooks; experience
using Microsoft Dynamics accounting products is preferred. - Oral and written English fluency required;
knowledge of Arabic preferred but not required.
