TERMS OF REFERENCE TO
RECRUIT

THE ASSISTANT ACCOUNTANT.

Background

COPORWA NGO (Community of potters
of Rwanda) is a
non-governmental organization working for the promotion of Historically
Marginalized People (HMP) of Rwanda.
COPORWA’s purpose is to support the sustainable development of HMP communities
promote equal rights as well as access to education and socio-economic
integration for the potters. COPORWA with the support of the Norwegian People’s
Aid, implemented the project “Public Policy Information Monitoring and Advocacy
(PPIMA I, II & III) in Nyaruguru district; Kibeho, Rusenge and Mata
sectors” from 2010 to 2019.

To ensure project financial
operation and to monitor financial register of projects expenditures in the
accounting system and reconcile monthly COPORWA bank accounts. COPORWA NGO is
looking for 1 staff with relevant experiences and qualifications to fulfill
this task.

Overall objective

The overall objective of the
assignment is to produce a financial report and Maintain proper filing of all
accounting and financial documents.

Duties and
responsibilities:

Under overall supervision of the
Executive Director, the Assistant accountant will work closely with Head of
finance/ Accountant and staff from the COPORWA NGO and other international and
national partners. Job purpose is to facilitate efficient and effective
operation of accounting processes of the organization.

The main duties of the Assistant
accountant are as below:

Payment for goods and
services

  • Initiate preparation of payment vouchers;
  • Originate basic Accounting and financial documents and
    post to the ledger;
  • Maintain proper filing of all accounting documents;
  • Conduct daily reconciliation of accounts;
  • Update account and ledger cards on a daily basis to
    ensure compliance with international accounting standards;
  • Receive cash and check payments and have them banked in
    designated accounts;
  • Dispatch signed checques;
  • Manage petty cash;
  • Perform any other related duties as may be assigned from
    time to time.

Financial Management and
reporting

Assist the head of
finance/accountant to:

  • Ensure the follow up of justificationof the funds used
    in the projects execution by the field officers, project managers and the
    COPORWA NGO administration
  • Capturing all financial transactions and the preparation
    of cash book and general ledger using the accountingsoftware (SAGE) to produce
    revenue and expenditure reports and other financial statements
  • Validate bank reconciliation statement at the end of
    each month and submit them to Accountant for review
  • Ensure complete, accurate and timely financial reports
    and statements in accordance with mandatory formats and deadlines.

Budget preparation and
its execution:

  • Participate in preparation and monitor the annual
    operating budgets and control its execution in compliance with the COPORWA
    NGO Financial rules and procedures and donor requirements.
  • Ensure proper payment vouchersand custody of funds,
    supported by appropriate receipts
  • Facilitate the internal and external audit exercises in
    their respective functions
  • Provide any support as may be requested by the
    supervisor

Qualifications:

  • A Rwandan Nationality;
  • A holder of Bachelor’s degree in commerce (Accounting or
    Finance) and related field
  • Knowledge of accounting software especially SAGE
    program;
  • Relevant working experience of not less than 3 years in
    accounting/finance environment, preferably in a non-governmental
    organization;
  • Strong analytical and practical problem-solving skills,
    good inter-personal and team building skills, inter-personal
    communications and coordination skills;
  • Ability to communicate effectively, in writing and
    orally, in English is an absolute necessity
  • Computer literacy, with high proficiency in the use of
    standard office software applications (e.g. Microsoft Word, Excel and
    PowerPoint), internet (e-tax declaration and e-payment,)
  • Preferably dynamic, creative and experienced candidate
    in the community mobilization projects, management of financial or related
    fields.
  • The ideal candidate will have experience with donors
    funds and exposure to CSOs reporting system
  • Familiarity with technical assistance projects  
  • Must demonstrate high level of integrity, good
    interpersonal and social collaboration;
  • Working with Historically Marginalized People will be an
    asset.
