Background
On May 24th and 25th 2012, a total of 500 elected
and appointed women leaders, leading African women entrepreneurs, civil society
leaders and development partners from 45 African countries and beyond gathered
in Harare for the Global POWER Women Network Africa High Level meeting. The
theme of the meeting was: “Accelerating Action for Women’s Empowerment and
Gender Equality in the area of HIV and Sexual & Reproductive Health and
Rights – Getting to Zero in Africa”. The High Level meeting was organized
in collaboration with the African Union Commission, UNAIDS and other partners.
It served as a political platform to advance the innovative game-changing
approaches that positively impact the lives of women and girls in Africa in
relation to HIV and Sexual and Reproductive Health and Rights and to accelerate
action on the Millennium Development Goals, in particular Goals 3, 4, 5 and 6.
Of critical interest to the entire debate was the need for a holistic approach
to women’s empowerment and to find ways of changing the value system of
society.
At the High Level meeting, the Global POWER Women
Network Africa was launched and was a major milestone in bringing together
women leaders to commit to accelerated action for women’s empowerment and
gender equality. It also helped to create a social movement on the continent to
call for justice and increase opportunities for the vulnerable, especially
women and girls.  A key outcome of the meeting was the Harare Call to
Action. 
The High Level meeting recognized that harmful
traditional practices continue to suppress women and prevent their full
enjoyment of human, economic and social rights. This is evident as women
continue to be the poorest, least engaged in leadership and decision making and
more vulnerable to HIV and its complex impacts.
One of the commitments in the “Call to
Action” was to establish meaningful partnerships with religious,
traditional and cultural leaders in the implementation of programmes to protect
and promote the rights of women and girls and work with the AUC in promoting
the Campaign for Accelerated Reduction of Maternal Mortality in Africa (CARMMA)
and sexual and reproductive health as well as in combating harmful traditional
practices. At the Harare High level meeting and discussions held with the AUC
Commissioner for Social Affairs the possible establishment of a Network for African
Women Cultural Leaders was addressed.   
The Harare Call for Action called for the creation
of a Women’s Cultural Leaders Union Network, a forum to improve the lives of
women and children in Africa, in partnership with the African Union (AU) and
the Regional Economic Communities and with the support of the United Nations
and other partners.
The female leaders also pledged to undertake an
audit of the traditional practices that discriminate against women and girls,
to identify model best practices for change and to work with religious,
cultural and traditional leaders on the continent to implement programmes to
protect and promote the rights of women and girls and to support CARMMA and
other similar campaigns.
In response to the Harare Call to Action, which
called for traditional African culture to be deployed in the effort to improve
development outcomes, women cultural leaders from across the continent have
founded the African Queens and Women Cultural Leaders’ Network (AQWCLN).
AQWCLN aims to build a strong network that will act
as a meaningful and effective partner in enabling Africa to fulfil its
aspirations as a unified, peaceful and prosperous continent.
Objectives of the AQWCLN
The network will leverage the cultural influence at
policy level and grassroots reach of its membership to achieve results in a
number of areas, including:
  • Promoting positive cultural values and the
    eradication of harmful traditional practices;
  • Enhancing efforts to secure peace across the
    continent;
  • Expanding access to quality health care and
    improving health outcomes for women and girls;
  • Improving access to quality education for
    women and girls;
  • Promoting women’s economic empowerment and
    leadership; and
  • Supporting efforts to alleviate poverty, and
    providing local solutions to promote food security.
AQWCLN had its first meeting in Accra, Ghana
organized by the African Union Commission in partnership with the UN Women,
which brought together Queens, Queen Mothers and Princesses from 15 African
countries including: Ghana, Uganda, Kenya and Burundi. One of the
recommendations of the Accra meeting is to organize the official launch of
AQWCLN in May 2013 in Kampala, Uganda under the leadership of the Queen Mother
of Tooro Kingdom and the Nnabagereka Queen of Buganda Kingdom. UN Women will
act as the Hosting Secretariat, coordinating resource mobilization and managing
financial administration for the launch.
In order to ensure that the launch of AQWCLN is
organized efficiently, it is important that a skilled Coordinator is hired to
interface with HRH the Queen (Nnabagereka) of Buganda and HRH the Queen Mother
of Tooro as well as with the Steering Committee, the AUC, UN Women and other
partners.  It is against this background that UN Women is facilitating the
recruitment of a consultant to support this process.
Duties and Responsibilities
Objectives
Under the overall guidance of the Local Steering
Committee comprising of HRH The Queen of Buganda and HRH The Queen Mother of Tooro
and two representatives of the Queens (one representative each), and the day to
day supervision of the Country Programme Manager of UN Women, the Consultant is
expected to undertake the following tasks in providing technical and logistical
support for the launch of the AQWCLN in May 2013:
Technical
  • Develop concept note for the launch.
  • Draft and finalize costed  work plan
    (road map and budget estimates).
  • In coordination with the technical
    sub-committee ensure finalize the launch program and related documentation
    including invitations. 
  • Interfacing with the various sub-committees
    (formed during the Ghana meeting) ensure
identification
of key speakers, facilitators and rapporteurs.
  • In coordination with the communication
    sub-committee prepare and finalize background
materials
for conference packages.
  • Interface with the local sub-committee in
    charge of resources mobilization to support costs
associated
with the launch.
  • Facilitate communication with Local Steering
    Committee and AQWCLN Steering Committee to secure guidance and agreement
    on launch related activities. This will involve organizing weekly meetings
    with Local Steering Committee and meetings as appropriate with the AQWCLN
    Steering Committee. Preparing progress updates to brief the Local Steering
    Committee and AQWCLN Steering Committee as appropriate. Preparing and
    disseminating minutes of the meetings.
  • In coordination with the sub-committee for
    communication prepare a communication
strategy for
the launch securing also inputs from the local communication sub-committee.
This should typically involve:
i. Drafting
talking points
ii. Communique
about the launch
iii. Press
kit
iv. Electronic
media that includes: TV; Spots for radio, etc
Logistics
The Consultant will act as the main focal point for
all logistical issues relating to the launch including resource persons,
speakers and facilitators, and service providers. Specifically, the
responsibilities will include:
  • Prepare logistics budget.
  • Facilitate recruitment of an events management
    company to provide logistical support for the launch. This will involve
    developing terms of reference, and organizing for advertising of the
    position. The TORs for the events management company among others should
    include:
o Ensure
adequate security and protocol arrangements are made for the participants.
o Facilitate
all travel related matters for participants.
o Prepare
Logistical Note.
o Translation
services
o Rapporturing
o Entertainment
o Venue
and clearance
o etc
  • Identification of other resource persons
    and/or service providers required for the Launch.
Some of these tasks may be delegated to the Events
Management Firm as appropriate, and after consultation with the Local Steering
Committee.
Post Launch
In coordination with the events management
company  finalize the report of the launch incorporating inputs from all
key partners.
Outputs and deliverables
  • Costed roadmap for the launch including
    logistics
  • Concept note, programme, invitation,
    background materials, and logistics note
  • Briefing notes and minutes of all related
    meetings
  • Resources mobilization strategy
  • Communication strategy
  • Recruitment of an events management firm
  • Report of the launch
  • End of consultancy report
Duration of the consultancy
The duration of the consultancy shall be for 6
months. The consultant should be available to begin work by 7 January 2013. The
end of consultancy report must be submitted by 7 July 2013.
Remuneration
Payment, in Ugandan Shillings, will be on a monthly
basis following receipt of a report demonstrating progress against the
deliverables. The final payment will be made upon receipt of the report of the
launch and end of consultancy report.
Competencies
  • Excellent skills in administration
  • Knowledge of key principles of result based
    management and M&E
  • Excellent command of written and spoken
    English
  • Ability to work with minimal supervision
Required Skills and Experience
Education:
  • Undergraduate degree or equivalent in
    international development, political science, human rights, gender and/ or
    related field
Experience:
  • Minimum 10 years of professional experience in
    the area of development, human rights and/ or gender
  • Demonstrated experience organizing and
    managing high level conferences and/or dialogues
  • Experience working with a range of
    stakeholders including traditional and cultural leaders, government, UN
    and civil society
  • Experience in writing reports.
Language Skills:
  • Fluency in English. Fluency in French will be
    an advantage.
  • Fluency in at least one indigenous African
    language.

Evaluation/assessment criteria to be used:
Technical Proposal (70 points)
  • Expertise of the candidate : 20 points
  • Methodology, Its Appropriateness to the
    Condition and Timeliness of the Action Plan: 20 points
  • Qualification, experience and quality of
    previous works: 30 points
Financial Proposal (30 points)
To be computed as a ratio of the Proposal’s offer
to the lowest price among the proposals received by UNDP.
Scores from the Technical and Financial evaluations
will be added together and rated as a percentage (100%). The candidate whose
combined score is the highest will be considered for award of this consultancy
contract.
