Union of the Blind (RUB) is seeking to hire a consultant to carry out a
baseline survey on the living conditions of people with visual impairment in
six districts of the country. The objective of this activity is to gather
information on the situation and life condition of people with visual
impairment in 6 districts of the country (Nyaruguru, Rutsiro, Kayonza,
Nyagatare, Kirehe and Gicumbi).

- Background
of RUB
Rwanda
Union of the Blind (RUB) is a non-profit making organization established in
August 1994, one month after the end of the Genocide against the Tutsi. It was
launched in the Official Gazette in March 1995. RUB is dedicated to the
improvement of the living conditions of blind people in Rwanda through advocacy
work.

Rwanda Union of the Blind has 57 well-established branches in 27 out of the 30
districts of the country. It has about 2500 members across the country.
Though it’s important to become a member of RUB, it is not an obligation. All
these branches, including its headquarter in Kigali City, Nyarugenge District
in Muhima sector, are administered by visually impaired people themselves. RUB
mainly focus on advocacy to improve the lives of people with visual impairment.

- Provide
a clear guidance and recommendations on ways to strengthen on-going
monitoring of the project to maximize learning and adjust/improve the
project design, logic of intervention and monitoring indicators, if
necessary - Provide
the donor and other different stakeholders involved in the living
condition of people with visual impairment with accurate and reliable
information which will also be used in advocacy activities.
- Through
the process of research and involvement in data collection, provide
project field staff with an in-depth understanding of the life condition
of persons with visual impairment in 6 districts. - The
consultant shall provide the quantitative and qualitative information and
draw out leanings. - Provide
a report in English language.

and qualifications
The
ideal consultant should meet the following criteria:

- Masters
or university degree in Sociology, Management, Psychology and community/
rule development or other related fields in a recognized university. - Having
experience of at least three (3) years in carrying out similar surveys. - Familiarity
with people with disability and government policies - Skills
in data collection or research. - Fluent
in Kinyarwanda and English languages (the report will be presented in
English) - Three
referees.
