CONSULTANCY SERVICES FOR “OFF-GRID ELECTRICITY DATA BASELINE STUDY”
PROCUREMENT
METHOD: NATIONAL OPEN COMPETITIVE BIDDING
- The
Ministry of Infrastructure (MININFRA) has received funds from the
Government of Rwanda, and intends to apply part of the budget for payments
under contracts for consultancy services for “off-grid electricity
data baseline study - The
Ministry of Infrastructure (MININFRA) now invites sealed proposals from
eligible and qualified consultancy firms for the consultancy services for
“off-grid electricity data baseline study. - Bidding
will be conducted through Open Competitive Biddingand is open to all
bidders as defined in the Request For Proposal.lnterested eligible bidders
may obtain further information from the Ministry of Infrastructure
Headquarters, in the Procurement office,starting from 7:00AM local time to
5:00PM local time on working days;
- A
complete set of Request For Proposal in English may be obtained by
interested bidders at MININFRA, in the Procurement Office, 3rd floor, on
any working day upon presentation of proof of payment of a non-refundable
fee of Five Thousand Rwandan Francs (5,000 Rwf). The sum is to be
deposited at the Rwanda National Bank on the Account N° 120.00.46/RRA;
- The
proposals must be addressed to the Permanent Secretary in MININFRA, P.O.BOX 24

- Well
printed proposals written in English or French language. properly bound
and presented in one original and three copies must be submitted to the
Ministry of Infrastructure at its Headquarters located at Boulevard de
I’Umuganda, Kacyiru, KG 7Ave, in the Procurement Office3rd
floor, not later than 23/10/2015 at 10:00 AM. local time. Late bids
shall be rejected and bids sent electronically shall not be accepted.
- Proposals
will be opened in the presence of bidders or their representatives who
choose to attend on the same day at MININFRA in the 3rd floor, on
23/10/2015 at 10:30 AM, local time - Bidding
will be conducted through the National
competitive Bidding (NCB) procedures
specified in law n°05/2013 of 13/02/2013 modifying
and completing the law n°12/2007 of 27/03/2007 on public
procurement and ministerial order
n°001/14/10/tc of 19/02/-2014 establishing regulations on
public procurement, standard bidding documents and
standard contracts. Participation is open on equal conditions
to all specialized companies.
