CONSULTANCY FOR FINALIZING TANZANIA CLIMATE CHANGE STRATEGY

Background:
The government of Tanzania through the Vice President’s office is in the process of finalizing the National Climate Change response strategy. The actual process for developing this strategy was initiated in 2010, with much of the work coordinated through a national climate change preparation committee under VPO coordination. A draft strategy was produced in April 2012 and was immediately followed by a national stakeholders meeting for reviewing the draft and providing further inputs. It was the general views of the stakeholders that the draft strategy needed further work particularly in tightening the document to make it read like a strategy. Similarly, slight reorganization of the draft strategy to make clear distinction between various components (vision, strategic interventions, action plan and the investment framework) would significantly improve clarity of the document. There was also suggestion that further work is needed on the action plan section with a possibility of separating it from the main document and engage relevant Ministries to develop to further this and ensure alignment with sector priorities. The final strategy should however provide meaningful budgets for proposed interventions and present overarching guidance for more detailed action plans.

Duties and Responsibilities
Under the guidance of the Director of Environment, VPO, working closely with the Government strategy drafting team, the consultant will:
* Support technical review of the existing draft strategy with the view of making suggestions that will improve the quality and relevance of information presented in the document.
* Facilitate technical editing and reorganizing information in the existing draft with the view of improving the standard required or expected in the climate change strategy documents.
* Help in general improvement of presentation and lay out of the document to be more appealing to funding institutions but more importantly make the document easy to read and understood by users.
* Facilitate removal of all existing repetitions and grammatical errors with the aim of making the document shorter and concise.
* Support ensuring appropriate linkage between strategy objectives and the proposed interventions, clarifying how the proposed interventions will contribute to the overall objectives.
* Help providing explanatory information to complement data presented in various Tables in the document.
* Support ensuring that the document has all the key aspects expected in related climate change strategy documents.
* Coordinate preparation of final draft strategy for discussion and working jointly with the national team for finalizing the document.
* Coordinate preparation of camera ready strategy document for printing in both MS-WORD and PDF formats.
* Review and improve the quality of climate change guideline tools developed under the AAP project.

Competencies
* Reference to demonstrate involvement in preparation of National climate change response strategy successfully before.
* Knowledge of preparation of National development strategies is an asset;
* Experience in applying climate change tools and formulation of climate change adaptation strategies and projects.
* Demonstrated expertise in project design and formulation, including strong reporting skills;
* Excellent skills in climate change strategy documents formulation. Demonstrated experience from similar assignments is essential. He/she/ should also have knowledge and practical experience in climate change planning and policy development.

Required Skills and Experience

Education:
* A master’s degree or above in climate change and/or environment/natural resources management, or related areas;

Experience:
* At least 5 years’ of experience in climate change policy development, strong working knowledge of UNDP, government institutions, the civil society sector and working with state public authorities on issues related to climate change.
