We Aim To Assist.
We are looking for a talented and self motivated person to help take ‘our
programme to new levels, as we start a new programme dedicated to nutrition and
health. You will have good knowledge and experience of working in community
development with specific focus on nutrition and agriculture, preferably with
some experience of advocacy and networking. You will be results driven with an
excellent record of achievement.
Importantly, you ‘will be a tireless advocate for the poorest people and you will
live the values of equality in the broadest sense. You will be able to work
with the community and work with partners and mentor them in their work.

Position Details
Reports to: Zonal Programme Manager
Liaises with: CSO partners and Local Government Authority of Ngara and
Biharamulo Districts
Location: Concern Ngara Office

Job Purpose:
The Programme Support Officer (PSO) has overall responsibility and
accountability for the implementation of Global Poverty Action Fund (GPAF)
programme in Ngara and Biharamulo districts, Tanzania, ensuring high quality
programming, informing, and learning for better practice. The post will require
extensive travel in the two districts and management of relationships with
civil society organisations of REDESO and RUDDO and local government
authorities with whom we work to implement all activities

Main Duties and Responsibilities:
Programme
Through strategic management of the Integrated Livelihoods PrQljrWnme (llP),
ensure a programme approach is utilised and ensure that all strategies and
activities are in line with best practice, Concern’s policies, and have a clear
poverty focus targeting the extreme poor.
Represent Concern in the agriculture and/or health sector (specific to
nutrition) programming. In addition to agriculture, network with government and
other actors In the sectors, and advocate for change for the poorest people at
all levels of programming.
Prepare, implement and monitor work plans.
Implement programming through results-based management – showing impact through
innovative programme monitoring, evaluation, and reporting to a high standard.
Capture essential elements of programming to improve quality dpuom place a work
plan to do so.
Ensure consistency and effective communication with partners, S

Provide technical support to partners and local Government staff in
agriculture, land, markets and nutrition. Promote/ensure the application of
disaster risk reduction approaches in all programme work.
Ensure that gender equality, HIV mainstreaming, focus on vulnerable groups, and
rights-based programming are integral to all programming informing practice and
achieving change for our target group.
Partner Support in implementation and capacity building
Provide support to partners to focus on and manage projects which have real and
lasting impact on the lives of extremely poor people. Provide tailored
mentoring support to partners to develop and manage their action plans and
programme activities.
Support partners on identifying gaps, needs and implementing their development
plans.
Provide support to partners on budgeting and managing budgets for aimed for
programme activities
Review the progress of partners’ programme activities through regular and
properly documented field and office visits to ensure specific areas for
support are identified and facilitated.
Ensure partners have a good understanding of Concern’s and donors’
requirements, policies, and guidelines relevant to the projects they
undertake.
Ensure partners have good understanding of Concern’s Partnership Guidelines,
Programme Participant Protection Policy (4P) and Human
Accountability Partnership (HAP).
Actively contribute to the promotion of learning and experience sharing among
partners and Concern Tanzania
Administration:
Participate in programme area budget preparations to ensure that the timing and
cost of planned work is accurately reflected.
In “collaboration with Partner Support Finance manager (PSFM) ensure that
partners’ expenditure verification conducted in accordance to Concern Tanzania
policy and agreed annual plans of the programme.
Ensure the partners’ budgets are reviewed in a timely manner to avoid delays on
implementation of annual plans and signing grant agreements. Ensure Concern
equipment and vehicles are used properly and in accordance with budget country
policies, rules and regulations. Implement Concern’s relevant organisational
standards and also ensure compliance with legal obligations in Tanzania.
Monitoring and Evaluation
Understanding the Programme Monitoring and Evaluation guidelines

Collecting, storing and analysing baseline and on-going monitoring data
Participating in the design and facilitation of annual reviews and evaluations
Being intimately involved in deciding what changes are needed in the programme
and feeding information back to target populations
Essential Requirements:
Bachelor degree in a relevant field – e.g. agriculture, Irrigation,
agribusiness, community development with nutrition, natural resource
management, development etc. A candidate with master degree in a relevant field
will have added advantage.
At least four years’ experience in development work, with a minimum of three
years, experience in the context of food security, livelihoods, nutrition,
gender programmes
At least three years experience of working or supporting partnership with other
civil society organisations Solid experience of budgeting, and familiarity with
sound budgetary and financial management procedures
Knowledge and experience of participatory approaches to rural development, and
of capacity building both at community level and with local development
orqanisatlons
Excellent spoken and written Kiswahili and English
Programme Participants Protection Policy (P4)
Concern has a Code of Conduct and a Programme Participant Protection Policy
which have been developed to ensure the maximum protection of programme
participants, especially beneficiaries, from abuse and exploitation, and to
clarify the responsibilities of Concern staff, partner organisations, and
anyone engaged by Concern or visiting our programmes, and the standards of
behavior expected of them. In this context all Concern staff have a
responsibility to the organisation to strive for, and maintain, the highest
standards in the day-to-day conduct of their work in accordance with Concern’s
core values and mission.
Any breach of the Concern Code of Conduct or the Programme Participant
Protection Policy by employees of Concern Worldwide during the course of their
employment will result in disciplinary action up to, and including, termination
of employment.
