Overview:
Location: Full-time in Monrovia, Liberia
The Clinton Health Access Initiative (CHAI) is seeking a highly motivated individual with strong analytical, communication, and relationship management skills to fill the position of Supply Chain Analyst based in Liberia.

Reporting to the HIV Program Director, the Analyst will provide technical assistance to the Ministry of Health and Social Welfare (MOHSW) and the National AIDS and STI Control Program (NACP) to strengthen the national pharmaceutical supply chain sector.

As the MOHSW and NACP work to provide high quality care while scaling-up access to HIV diagnostic, care and treatment services, the Analyst will coordinate CHAI’s ongoing efforts to provide technical assistance on forecasting for national demand of health commodities and establishing systems to improve HIV supply chain management. These efforts will then inform improvement efforts for national government supply chain systems. MOHSW is currently drafting a 5-year Strategic Plan to identify key areas of supply chain strengthening. This position will play a key role in supporting MOHSW in carrying out those necessary improvements.

Responsibilities:
• Quantify and forecast for national demand of adult and pediatric anti-retroviral drugs (ARVs), STI/Opportunistic Infection (OI) drugs, HIV test kits and laboratory commodities. Along with refining forecasting tools available to make appropriate for Liberia context.
• Strengthen NACP mechanisms for long-term forecasting and procurement coordination.
• Assist MOHSW in developing strong Central structures to ensure proper coordination of all key stakeholders in supply chain sector and strong government leadership in strengthening efforts.
• Assist MOHSW with both analytical and programmatic issues related to execution of Supply Chain Strategic Plan including cost analysis, tool creation, troubleshooting and prioritization.
• Collaborate with NACP and MOHSW to improve the ordering, requisitioning and distribution of health commodities.
• Partner with NACP and MOHSW Supply Chain Management Units to address supply chain bottlenecks. Develop and implement solutions such as facility trainings and stock monitoring systems to improve supply chain operations.
• Provide support to the implementation of Global Fund Round 8 grant and Procurement & Supply Management (PSM) Plan. Also assist in identification and development of additional donor resources for supply chain strengthening.
• Liaise with CHAI’s Drug Access Team (DAT) to exchange best practicies amongst CHAI country teams in the region and manage data requests from DAT and the Pedatric Program. Keep abreast of latest information on drug formulations and communicate these to appropriate counterparts.
• Represent CHAI and forge strong relationships with key stakeholders, including the MOHSW, Global Fund Program Management Unit (PMU), NACP, the National Drug Service (NDS), and major NGO partners.

Qualifications:
Dynamic, entrepreneurial individuals with strong analytical, managerial, and diplomatic skills are sought for this role. Experience working in a resource constrained setting is preferred.
• Bachelor’s Degree. At least 2 years of experience working in a consultative capacity; experience in supply chain management a plus.
• Demonstrated ability to achieve results in a resource-limited setting; experience in developing countries required.
• Strong analytical and problem-solving capabilities.
• Ability to create Excel models and tools to address specific situations and improve working practices. Excellent Power Point skills.
• Exceptional communication and interpersonal skills.
• Comfortable working independently with a diverse set of counterparts in a changing environment.
• Teaching, training or mentoring experience an added advantage.
• Demonstrated ability to achieve maximum impact and efficiency with limited human and financial resources.
• Willingness and ability to travel outside of Monrovia as needed.
