the Clinton Health Access Initiative (CHAI) is a global health organization
committed to strengthening integrated
health systems around the world and
expanding access to care and treatment for HIV/AIDS, malaria and other
illnesses. Based on the premise that business-oriented strategy can facilitate
solutions to global health challenges, CHAI acts as a catalyst to mobilize new
resources and optimize the impact of these resources to save lives, via
improved market organization, management support, and strategic use of data to
inform evidence-based, cost-effective policies and programs. By working in
association with governments and other NGO partners, CHAI is focused on
large-scale impact. Currently, CHAI’s teams are working side-by-side with over
20 governments to tackle many of the largest barriers to effective treatment
and care.
looking for an HIV Financing Analyst to support CHAI’s in-country HIV
Financing efforts in several target countries. The HIV Financing team supports
the governments of several countries to develop and implement robust strategic
planning processes, pursue opportunities to obtain additional funding, optimize
the allocation of existing HIV resources, and identify and scale effective
models of service delivery for HIV treatment. The Analyst will work very
closely with the Country Team Program Managers, Analysts, and relevant
stakeholders in the focus countries, to generate the evidence needed to inform
decisions regarding strategic planning, treatment optimization, and new funding
opportunities within the context of HIV.
in the quantification and mapping of funding needs and available resources,
understanding current costs of interventions, helping the governments identify
funding gaps, and access additional resources. The Analyst will be a part of a
team that works very closely with several partners in each of the target
countries including, but limited to: the National AIDS Commission, Ministry of
Health, Ministry of Finance, donors, NGOs, and civil society. The Program
Manager will be called upon to support these efforts both strategically and
analytically.

life-saving interventions. It is an opportunity to work closely with in-country
teams to identify and promote opportunities for sustainable financing of the
HIV/AIDS response, provide critical skills, and develop systems and tools that
will increase access to, and better management of, resources.
the in-country HIV financing teams, and actively participate in structuring the
analytical approach, problem solving, and providing technical support to the
government in areas such as:
- Driving internal strategic planning and
coordinating activities, communication, and deliverables within the global
team and across several country teams; - Managing communication with CHAI country teams
and supporting reporting requirements to program donors; - Developing quantitative models to assess
opportunities for improved efficiency and effectiveness of various
interventions; - Support country teams to drive changes in
policies, guidelines, and operational change involving the government,
partners and other stakeholders; - Support the development of proposals or
applications to help target countries access additional funding; - Understanding current funding flows and
financing mechanisms within HIV; and - Analyzing specific funding flows and
supporting the identification of potential areas of inefficiencies,
resource needs, and resource reallocation
- A Bachelor’s degree from a well-recognized,
high-calibre institution in a relevant field - A minimum of two years of experience in a
private or public sector enterprise, with increasing levels of
responsibility and experience managing other individuals - Very strong quantitative skills, including
experiencing developing or evaluating financial models - Excellent verbal, visual and written
communication skills - Natural ability to build strategic
relationships and interact with individuals of different backgrounds - English language fluency, both written and
verbal Excellent organizational and problem solving skills - Good strategic thinker able to think
creatively around long-term program objectives and the detailed steps
necessary to achieve these goals. - Ability to multi-task and to be effective in
high-pressure situations, and able to adapt to fast-paced and changing
environments, both internally and externally - Ability to work independently on complex
projects and solve challenging problems with limited structural or
operational support - Strong analytical skills and technical
proficiency with MS Excel and PowerPoint
- Work experience in management consulting,
finance and similar private enterprises, or in economics and public sector
financing - Knowledge of/experience with the Global Fund
proposal development process as well as knowledge of other donor funding
mechanisms and processes (e.g., IHP, SWAp, HIPC funds, etc.) - Experience working in developing countries,
particularly in the health sector - Experience working with recipient country
governments and international partners in country - Programming languages proficiency such as
python, and good facility with Microsoft ACCESS or similar open source
software - Knowledge, experience and interest in
innovative financing approaches for developing countries
and will support multiple country locations in Africa.
