Founded in
2002, by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, Malaria and other illnesses. Based on the premise that business
oriented strategy can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective local management. By working in association with governments and
other NGO partners, CHAI is focused on large scale impact and, to date, CHAI
has secured lower pricing agreements for treatment options in more than 70
countries, including Rwanda. In addition, CHAI’s teams are working side-by-side
with over 30 governments to tackle many of the largest barriers to effective
treatment and care.

The CHAI
Rwanda program has grown in recent years to meet the evolving needs of the
Rwanda health sector and the priorities of the Rwanda Ministry of Health. At
present, the country operation houses four programs, each with unique
logistical and administrative demands. To ensure that as these programs
continue to function at optimal levels, the CHAI Rwanda office is seeking a
highly motivated, flexible individual to manage all operational support and
logistics. Based in Kigali, the Director of Operations will work with the
Country Director, Program Managers, and CHAI staff to ensure the overall
success of CHAI in Rwanda. The Director of Operations will help coordinate and
support CHAI’s team on the ground to achieve the program’s objectives, and
forge stronger relations with the Ministry of Health, other government agencies
and partners.

Responsibilities:
General:
- Direct the overall Operations function,
including managing and collaborating with staff with a ‘hands-on’ management
style - Demonstrate the ability to build strong
strategic and long-term relationships both with internal and external
stakeholders. Collaborate closely with staff in Rwanda and CHAI’s global
staff to ensure effective results. - Ensure willing and continuous compliance with
all CHAI policies, procedures - Display excellent judgment, planning,
decision-making and time management skills in a fast-paced and dynamic
environment - Coordinate activities, resources and projects,
as well as performance management, in a high-pressure environment - Utilize knowledge of business and management
principles and demonstrate strong analytical and commercial skills on a
day-to-day basis

- Ensure deliverables are aligned with agreed
budgets, timelines and procedures - Provide direction to all program staff to
ensure they are adhering to and achieving the specified budgets - Risk management: Minimize risk to the business
through establishing effective operational governance and controls - Budgeting and Reporting: Monitor financial and
tangible resources to ensure implementation and maintenance of appropriate
financial systems are in compliance with local and global reporting
requirements

Resource Management:

- Manage staff members in all support
departments - Support with Senior Program Managers and
Country Director to identify human resources needs and assist in
recruitment to ensure appropriate staffing and administration; - Support CHAI management in their HR practices
and facilitating conflict resolution where applicable - Ensure full compliance with the labor laws of
Rwanda

- Maintain fixed assets register
- Orient new staff and facilitate the new staff
training program - Ensure all operational equipment is
effectively maintained and provide a optimum level of logistical support
Qualifications:
- Minimum of 7 years operations experience
- 3 years experience at a senior managerial
level, specifically people management of large teams - Experience in developing and implementing
departmental and organizational policies and procedures - Significant experience in annual planning,
budgeting, reporting and risk management - Knowledge of Generally Accepted Accounting
Practices (GAAP) and International Financial Reporting Standards (IFRS) - Excellent leadership skills that demonstrate
the ability to lead a dynamic, skilled and diverse operations team to
deliver customer excellence - Proven experience in demonstrating resilience,
tenacity and maintaining high levels of drive and initiative in a
pressurized environment - Consistent and effective communication (verbal
and written), presentation and inter-personal skills Superior business
acumen, analytical skills and the ability to interpret various internal
and external factors/risks that may impact execution - This individual must embody a strong set of
personal values motivates them to serve others, and adopt CHAI’s mission
to save lives as the primary guide for all decisions
