Background
Founded
in 2002 by President William J. Clinton, the Clinton Health Access Initiative
(CHAI) is a global health organization committed to strengthening integrated
health systems around the world and expanding access to care and treatment for
HIV/AIDS, malaria and other diseases. Based on the premise that business
oriented strategy can facilitate solutions to global health challenges, CHAI
acts as a catalyst to mobilize new resources and optimize the impact of these
resources to save lives, via improved organization of commodity markets and
more effective local management. By working in association with governments and
other NGO partners, CHAI is focused on large scale impact and, to date, CHAI
has secured lower pricing agreements for treatment options in more than 70
countries. In addition, CHAI’s teams are working side-by-side with over 30
governments to tackle many of the largest barriers to effective treatment and
care.
It
is in line with above that CHAI is currently implementing a nutrition program
in partnership with the      Government of Rwanda and
private sector stakeholders with the aim of contributing to the fight against
malnutrition in Rwanda. This program aims at developing fortified blended foods
(FBF) designed for pregnant and lactating women and Rwandan children in order
to reduce chronic malnutrition.
Summary
of the position:
CHAI
is seeking an Associate to support the implementation phase of its Nutrition
work in Rwanda. The Associate will closely support the Nutrition program, its
Government partners and other program stakeholders in identifying and designing
and implementing the monitoring of the intervention as an integrated part of
the existing health sector monitoring system.
This
work will necessitate a deep engagement with the government and other partners
supporting on Health Information System bringing together different actors and
departments to strengthen implementation.
The
position requires a highly motivated individual with outstanding analytical
grounding and strong problem solving abilities. The Associate will have
outstanding credentials, analytical ability, and strong communication skills.
The Associate is required to work with government officials and partners, and
must have excellent relationship building, communication and negotiation skills
and a high degree of self-confidence. She/he must be able to function
independently and have a strong commitment to excellence with a keen eye for
detail. She/he should also exhibit a number of important personal qualities:
resourcefulness, responsibility, tenacity, independence, energy, strong
professional ethic and highest level of integrity.
Responsibilities
  • Analyze
    and draw conclusions from large volumes of data, to inform strategic
    decision-making
  • Conduct
    a comprehensive assessment of existing health monitoring system and advise
    the M&E work stream team
  • Review
    all progress made by all work stream and incorporate them into the M&E
  • Provide
    support designing the FBF intervention monitoring systemand provide
    solutions for its implementation
  • Identify
    implementation challenges and provide applicable solutions
  • Support
    identification of optimal hardware and software, aimed to provide an
    integrated monitoring the FBF at facility level
  • Provide
    support on setting the system requirements to track beneficiaries
  • Provide
    different information and suggestions on the traceability of products from
    the factory to health center/health post and to the beneficiaries.
  • Present
    analytical findings to internal and external audiences
  • Support
    the project in any other capacity, as identified by the management team
Qualifications
  • Bachelor’s
    degree in information systems, computer science, or other relevant fields
    – Advanced degree is a strong advantage
  • 4
    years of relevant experience, preferably 3+ years commercial experience in
    Systems Development Life Cycle (SDLC)
  • Understanding
    of UML
  • Familiar
    with business process reengineering and can suggest ways to create process
    efficiencies
  • Familiar
    with report specifications and implementation of new software systems as
    needed
  • Understanding
    of systems analysis business artifacts and processes and be able to design
    appropriate reporting tool
  • Familiar
    with Java, Mysql or Postgress, and other integrated framework
  • Proven
    experience in elaboration of monitoring and evaluations plans and results
    frame works for program (better nutrition related programs) is an
    advantage.
  • Ability
    to work independently and effectively in high-pressure, fast-paced
    environment and handle multiple tasks simultaneously.
  • Strong
    interpersonal, written and verbal communication skills, and an ability to
    build professional relationships with key stakeholders
  • Ability
    to learn on the job quickly and absorb and synthesize a broad range of
    information
  • Ability
    to react quickly to ad-hoc requests while managing an existing workload
  • Excellent
    problem solving, analytical and quantitative skills
  • Detail-oriented
    with strong organization and time-management skills
  • Excellent
    written and verbal communication skills
  • High
    level of proficiency in Microsoft Office, particularly Excel, PowerPoint
    and Word
