In
close collaboration with Save the Children MEAL Specialist, the MEAL
Coordinator will be responsible for the front-line overall support of
European-funded “Accountability for Children’s Rights in Rwanda Project”
being implemented by CVT while ensuring effective implementation of the
Monitoring, Evaluation, Accountability and Learning system of Save the Children
Rwanda Country project.

areas include (a) support the project staff in the development and
implementation of Save the Children’s Monitoring, Evaluation, Accountability
and Learning (MEAL) systems; (b) assisting in the collection, entry and
compilation of program data and learning findings; (c) supporting CVT by
providing project-level technical assistance during the design and
implementation of studies, research, surveys and evaluations; (d) supporting in
the setting up and implementation of accountability to beneficiaries
mechanisms, monitor project quality, raise red flags and support project
learning while contributing to transparent and robust reporting

- Planning
and Reporting
- Support
and participate in planning activities and review meetings - Lead
the MEAL roll out plan within the project Compile and provide required
data for reporting to donors and SCI requirements - Ensure
project DIPs include MEAL activities
2. Quality Monitoring
- Work
closely with the project and SC-MEAL teams to develop Project Quality
Benchmarks - Use
process, output and outcome level quality benchmarks as reference to
undertake field monitoring visits, focusing on project quality aspects,
discuss with relevant staff and share reports with relevant colleagues - Work
with project team and SC-MEAL team to develop data collection tools - Work
with project team to regularly collect data to their indicators - Perform
regular field visits to ensure the quality of data collected by program
staff and to verify the accuracy of the reported data.
3. Management Information System
- Support
in the compilation and analysis of quantitative and qualitative project
data and contribute into subsequent reporting - Support
in creating project databases.
4. Accountability
Support the field office to set up Complaint and Feedback Mechanism to respond
QUALIFICATIONS
AND EXPERIENCE

- University
first degree in statistics, education or relevant social sciences, with
M&E skills,
- At
least three years M&E experience working in planning, monitoring,
evaluation and Accountability in an NGO setting - Proven
experience with quantitative and qualitative data collection - Ability
to lead and drive the organization towards more action-research focused
and child-centered integrated programming by using participation and
listening to beneficiaries, including children, as one of the main
mechanisms for project implementation
Strong
capacity and creativity in leading and facilitating participatory methodologies
to meaningfully engage beneficiaries and receiving their feedback, including
children.
