BACKGROUND:
Children’s Voice Today (CVT) is an
organisation that was established to promote the rights of the child through
meaningful child participation where children/youth initiate and lead all
activities of the organisation (Child/youth led organisation).
Children’s Voice Today (CVT) Rwanda is
a member of the African Movement of Working Children and Youth (AMWCY) which
was esta

blished by children and youth themselves to find solutions to the
problems of working children and youth while promoting their rights and
creating a safe environment for all children.

Children’s Voice Today (CVT) is
envisioning a child-friendly society whereby children are empowered to
meaningfully participate in addressing issues affecting them and that their
voices are heard.
With its mission, CVT is committed to
be the voice of Rwandan children, to empower them to advocate for their rights
and to fight against poverty.
POSITION: Programme Manager
In close collaboration with Save the
Children International, Rwanda and Plan International Rwanda, CVT is now
recruiting a Programme Manager to be based in Kigali.
The Programme Manager is accountable
for the design, management and Monitoring & Evaluation of CVT programmes by
providing daily management oversight (including budget and human resources
management), and technical advice to the team and partners. The Programme
Manager leads project proposals design and fundraising efforts.
KEY RESPONSIBILITIES
Programme management responsibilities
  • Overall
    management of CVT projects
  • In
    collaboration with Project Coordinators/Project Officers, develop periodic
    work plans and monitor implementation
  • Budget
    holder responsibilities: in collaboration with Project
    Coordinators/Project Officers, develop budget expenditures plans, review
    budget monitoring reports and ensure that all planned expenditures are on
    track in strict compliance with the agreed budget lines and CVT financial
    regulations
  • Ensure
    that weekly, monthly, quarterly and other reports are developed and
    submitted in accordance with agreed schedules
  • Develop
    proposals based on learning and reflections from the project
    implementation or/and other new proposal that are in line with the goals
    of the organisation
  • Ensure
    that an appropriate filing system of all project documents is maintained
  • Periodically
    visit the project implementation area and generate qualitative visit
    reports
  • Document
    learning generated through the project and reflections on best practices
  • Collaborate
    with different partners and stakeholders including Government to ensure
    that CVT programmes are successful
  • Ensure
    the visibility of the organisation and its activities
Monitoring, Evaluation, Accountability
and Learning / Research
  • In
    collaboration with other staff members, establish a strong Monitoring,
    Evaluation, Accountability and Learning (MEAL) system for the programmes
    (MEAL Plans, Indicators, Performance Tracking Tables, monitoring tools,
    etc.)
  • Ensure
    data is collected at field level and that learning is shared and utilized
    to improve implementation
Staff Management and Development
  • Line
    management responsibilities for staff members
  • Ensure
    the recruitment, training, and promotion of staff as appropriate and
    ensure appropriate professional development opportunities
  • Establish
    and manage the performance of all supervisees through the effective use of
    the Performance Management System and on-going mentoring/coaching
Children’s Voice Today representation
  • Establish
    and strengthen coordination mechanisms with stakeholders in country at
    both government and civil society level;
  • Ensure
    that CVT programmes are represented at national level fora and
    round-tables
Resource Mobilization
  • Lead
    and contribute with technical expertise in the development of proposals
  • Active
    engagement in resource mobilization for programmatic areas
Emergency Response
  • Design
    and implement organisational strategies, plans and interventions to
    emergency response

 JOB REQUIREMENTS:
  • University
    degree, preferably at or Master’s level in Social Sciences or related
    field
  • Senior
    Technical expertise in the programmatic areas of Child Rights, Child
    Protection and Child Participation
  • Strong
    demonstrable skills and experience in programme management, monitoring,
    review and evaluation, including budget holding responsibilities
  • Problem-solving
    and decision-making skills
  • Proven
    leadership skills – previous experience of line managing staff
  • Excellent
    English and Kinyarwanda written and oral communication skills
  • Strong
    report writing skills in English
  • Organisational
    development skills
  • Strong
    fund raising skills
