Officer –Training
SCOPE OF
WORK:
The Programme
Officer Training will be an integral part of the training team. Reporting to
the Deputy Director in the development and delivery of security sector training
curriculum and associated training materials.
BACKGROUND:
The Roméo Dallaire
Child Soldiers Initiative was established in 2007 by retired lieutenant-general
the hono
urable Roméo Dallaire, former force commander of the United Nations
Assistance Mission for Rwanda (UNAMIR). Its mission is to develop new
strategies and tactics for eradicating the recruitment and use of child soldiers
worldwide.
To achieve this
important objective, the Dallaire Initiative conducts activities on three
fronts:
- It
conducts world-class interdisciplinary research to build—and
share—knowledge, which in turn leads to new solutions; - It
engages in high-level advocacy activities to create and promote the
political will to end the use of children during war; - It
delivers comprehensive, prevention-oriented training to security sector
actors, in the service of broader security sector reform. In addition, it
works with civil society to create and implement tools that protect
children from the dangers associated with recruitment.
In every aspect of
its work, the Dallaire Initiative seeks to collaborate with concerned
governments, security sector actors, academics, humanitarians and civilian
communities. In particular, its unique approach working with soldiers, police,
prison personnel and private security operators – many of whom are the first
point of contact for child soldiers outside of their armed force or group – is
both ground-breaking and critical to the interruption of children’s
recruitment.
MAJOR
RESPONSIBILITIES:
The main
responsibilities of the Programme Officer – Training will include:
- Supporting
the Deputy Director with the development, design and delivery of all
Dallaire Initiative training programmes (curriculum and materials)
including annual revisions to the training Handbook; - Assist
with planning and implementation of field training exercises for the
Dallaire Initiative, including assisting with the development of final
reports and findings; - Assist
with providing information for the narrative and financial report for
Initiative donors; - Support
the development of monitoring and evaluation systems, administer and
collate key documents in the field (which includes conducting focus
groups, follow-up interviews, administering surveys and evaluation forms); - Assist
with collation of training travel budgets and expenses; - Assist
with development of training proposals, publications, and communications
materials; - Represents
the Dallaire Initiative externally when called upon by the Executive
Director or the Deputy Director;

QUALIFICATIONS
AND SPECIALISED KNOWLEDGE
• Advanced
university degree in Social Sciences, International Relations, Adult education
or other related fields preferred, or comparable work experience required;
• 3-5 years of
experience in the focus area of human rights or protection of civilians,
education and/or peace and security required;
• Demonstrated
experience in curriculum planning, design; and facilitation required;
• Demonstrated
research and writing skills required;
• Familiarity with
relevant international standards, guidelines and tools related to child
protection preferred;
• Experience on
issues regarding Children Affected by Armed Conflict and/or protection of
civilians preferred;
• Excellent
interpersonal skills and ability to collaborate with multi-national and
multi-disciplinary counterparts required
• Strong Verbal and
Written communication skills are essential in addition to the ability to work
independently and manage multiple projects within deadlines.
• Candidates must be
proficient in English and have functional abilities in French. Proficiency in
Arabic and/or Spanish will be an added asset;
• Ability to
multitask and work in high intensity environment is essential;
• Ability to travel
to high risk states is required;

Pay Scale: commensurate with experience
and education

Salary: $50,000 – $60,000 range.
Grant-paid through
Dalhousie University according to the salary scale above mentioned commensurate
with experience, skills, and education.
