Chief of Party Job Vacancy in Rwanda

World Learning seeks a candidate to serve as Chief of Party for an anticipated institutional strengthening program to be based in Kigali, Rwanda (USAID/Human and Institutional Capacity Development Program [HICD]). Recruitment is contingent upon successful award of the project.

Summary of the Project:
The project is to provide USAID/Rwanda with cost-effective, efficient, and transparent administration of its HICD program, which will focus on institutional strengthening of selected public and civil society institutions using USAID’s HICD approach. The majority of activities under this project are expected to support objectives in Democracy and Governance; Economic Growth; Agriculture; Health; and Education.

The Chief of Party is expected to be responsible for the overall planning, implementation and management of the project and to establish the administrative framework to monitor and assure progress toward the achievement of goals and objectives. The Chief of Party will work with the USAID Mission Program Office, the Government of Rwanda, and other stakeholders to assist in planning and coordinating institutional strengthening activities that support the Mission’s Strategy, including, but not limited to, the following:

• Selection of partner organizations;
• Implementation of institutional performance assessments and performance solutions;
• Monitoring and evaluation;
• Supervision of field office staff;
• Oversight of administrative and financial operating systems and preparation/supervision of field office operating budget; and
• Establishing and maintaining relationships with USAID, the US Embassy, other technical assistance implementers and donors, service providers, host country government, and private institutions

Desired qualifications:
• Language requirement: English fluency required; fluency in French strongly desired;
• Minimum of M.A. in International Development, International Education, International Relations, or related field;
• Certified Performance Technologist or Human Performance Improvement certification preferred;
• At least 10 years experience managing international capacity building projects;
• Familiarity with USAID rules and procedures;
• Proven ability to work effectively in politically sensitive environments;
• Proven ability to manage a team in an international setting;
• Proven ability to provide vision and strategic leadership and to perform at a senior policy level, demonstrated by previous experience in leading the development and implementation of international education programs;
• Strong oral and written communication and presentation skills;
• Experience in Rwanda or Central/Sub-Saharan Africa preferred
