CHF International Rural Livelihoods Team Leader Job Vacancy in Rwanda

CHF International’s newest program in Rwanda is the USAID/Feed the Future Integrated Improved Livelihoods Program (IILP) or “Ejo Heza” which aims to improve livelihoods of Rwanda’s very poor in rural areas, particularly women, through expansion of responsible and appropriate access to finance and markets, increased economic opportunities and incomes, a focus on financial literacy and enhanced food consumption.

CHF International Rwanda is currently seeking to recruit staff for the following position:

Rural Livelihoods Team Leader: to support the USAID/Ejo Heza program. The RLS is responsible for providing technical oversight and guidance on livelihoods component of Ejo Heza from increasing production to linking producers to the value chain and working closely with the other management team members and Rwanda Partner Organizations (RPO) to integrate economic opportunities across all program activities.

Key Responsibilities:
– Lead efforts in designing, implementing and monitoring rural livelihoods development interventions to assist targeted farmers, entrepreneurs and cooperatives in establishing self-sustaining commercial activities in coordination with the Chief of Party (COP) and Key Personnel.
– Coordinate and oversee delivery of technical support to RPOs and target groups to build sustainable market driven rural development activities.
– Support the identification and development of linkages of target groups to financial services including microfinance institutions, banks and savings and credit cooperatives.
– Identify and work with business service providers for sustainable market-based business services to supported groups.
– Design and oversee value chain and sub-sector studies leading to identification of constraints and opportunities within the most viable sub sectors in the Feed the Future Priority Value Chains for CHF supported groups. Coordinate with private sector within the selected value chains to ensure integration of target groups into the value chains.
– Support the identification and formation of internal savings and lending groups in target districts.
– Coordinate closely with the Chief of Party (COP) and other program technical staff to ensure program components are complementary and mutually reinforcing, including nutrition, agriculture, financial services and literacy and savings.
– Supervise cooperative development officer and agriculture specialist.

Qualifications
• Bachelor’s degree in Business, Economics, Finance or related field. Master’s Degree preferred.
• At least 6-8 years of professional experience with at least 5 years of experience in implementing rural development programs in Rwanda. At least 3 years of direct management experience.
• Experience in working with private sector partnerships preferred. USAID experience a plus.
• Experience working in Rwanda’s key agricultural sectors involving rural populations including the priority value chains of maize, beans and dairy, as well as agricultural processing and agri-business.
• Experience in working with micro-entrepreneurs and income generation for on-farm and off-farm activities.
• Demonstrated knowledge of Rwanda’s rural financial service market, consulting sector and other economic institutions.
• Demonstrated capacity to work with private sector firms, financial institutions, local NGO’s, cooperatives and the Government of Rwanda.
• Knowledge of cooperative development best practices and specific strategies for sustainable economic development of vulnerable populations.
• Ability to work effectively with vulnerable populations.
• Proven leadership and strategic and critical thinking.
• Fluency in Kinyarwanda and Level 4 in written and verbal proficiency in English. French is a plus.
