Summary
Soma
Umenye is a five-year USAID-funded activity that aims to improve reading
outcomes in Kinyarwanda for at least 1 million children in public and
government-aided schools in Rwanda. Covering all 30 districts of Rwanda and
working in close collaboration with the Rwanda Education Boad (REB) and the
Rwandan Ministry of Education (MINEDUC),

Soma Umenye will contribute to
Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s
national development priority of ensuring that Rwandan primary-grade students
acquire the fundamental competency of literacy so that they can succeed in
future schooling and, later, in the modern workplace.

Soma
Umenye aims to achieve the following two goals.
  • To
    improve reading outcomes in Kinyarwanda for at least 1 million children
    (unique direct beneficiaries) in public and government-aided schools in
    Rwanda by the end of P3; and
  • To
    ensure that at least 70 percent of P1-P3 students are able to read
    grade-level text with fluency and comprehension.
To
achieve the above goals, it requires close collaboration with all education
stakeholders under the technical leadership of MINEDUC and REB.
Purpose
of Assignment
In
order document all its field activities for promotional, campaigning, advocacy
and partnership building/networking purposes within and out of Rwanda it is
imperative for Soma Umenye to create and update a database of professional,
high resolution audio-visual products. This will enable the program to
effectively communicate its successes, supported by rich anecdotal evidence.
To
this effect, Soma Umenye requires to commission a professional consultant
videographer for six months to capture in a journalistic style a diverse array
of field activities, including, but not limited to, training events,
distribution of classroom learning materials, mission visits to areas of
interventions and reading festivals etc.
Principal
Duties and Responsibilities
After
a detailed brief from Soma Umenye’s technical and communication teams, the
consultant videographer will agree visit schedule and accordingly film and
record real-time and/or mock scenes demonstrating the following:
•          
Onsite teacher training and implementation/practice in the classroom, including
interaction between teachers and students, particularly girls and children with
disabilities.
•          
Use of ICT in classroom during assessment, lesson delivery, and other
interactive reading and learning activities.
•          
Use of Soma Umenye-provided/created book storage units and reading corners by
teachers and students
•          
Conversations with training participants, students (with a key focus on girls
and children with disabilities), head teachers and parents, reflecting on the
impact of training and classroom resources distributed by Soma Umenye
•          
Print-rich environment of Soma Umenye classrooms
•          
Review and analysis of reading materials (mock if need be)
•          
Development of assessment tools (mock if need be)
•          
Implementation of assessment tools such as EGRA and Formative Assessment
•          
USAID branding and marking
Additionally,
the consultant videographer will also provide the following at the end of each
shoot:
–          
B-rolls of school, children and general environment
–          
Documentation details such as location, name and age of interviewees
–          
Signed consent forms by teachers, head teachers, students and parents,
guaranteeing that all subjects of the videos were duly communicated the use and
purpose of the videos as well as the consent form.
REQUIRED

    Hero 4 with quadcopter (for ariel shots, B-rolls and distribution
    activities)
  • 3-axis
    stabilized handheld gimbal system;

    light panels (for indoor shoots)

    recorder (at least H5 type)

    Lavalier Microphone System

    MDR 7506 (Headphones)

Deliverables
The
commissioned videographer is expected to develop and provide:
  • Complete
    raw footage on an external hard drive.
  • All
    video files are to be properly catalogued by location, date and event.
    Footage provided otherwise will not be acceptable.
  • Video
    files should be in MPEG4, AVI and WMV formats, compatible with all
    softwares and computer models.
Job
Qualifications
  • Formal
    training or the equivalent experience in videography with a minimum of 5
    years of work experience
  • Proven
    ability in videographer and experience in development/educational
    programming
  • Ability
    to assimilate and communicate complex visual messages in an engaging and
    child-friendly manner
  • Awareness
    and/or experience with USAID’s branding and marking guidelines
  • Awareness
    and/or experience with USAID’s activities in Rwanda
  • Fluency
    in English and Kinyarwanda
Level
of Effort and Location of Assignment
This
is a short-term assignment and the main location of assignment is Kigali, with
occasional travel to target districts.
The
expected number of LOE is 90 days, including weekends. The assignment is
expected to start on July 6th through September 30th,2017
Supervision
The
videographer will report directly to the Senior Communications Advisor or
his/her designee.
