seeks a deputy chief of party (DCOP) for Rwanda Soma Umenye to work on the $72
million USAID project. This national early grade reading activity will work to
improve reading outcomes in Kinyarwanda for at least one million children in
public and government-aided sch

ools in Rwanda by the end of Grade 3.
Specifically, the five-year project will target all children in Grades 1-3
attending public and government-aided schools nationwide and ensure that at
least 65 percent of students are able to read grade-level text with fluency and
comprehension by the end of Grade 3. The DCOP will work with the chief of party
to provide technical leadership, administrative oversight, and overall
coordination of the Soma Umenye activity. We are looking for individuals who
have a passion for making a difference in the lives of people around the world.

Responsibilities
include:

Work with the chief of party to manage staff and local subcontractors to
achieve stated project goals
·
Work with the chief of party to ensure Soma Umenye meets its reporting
requirements, and to ensure the quality, timeliness, and efficiency of all
products and activities generated under Soma Umenye
·
Builds and maintains collaborative relationships with government counterparts
to support project implementation through government systems at the national,
provincial, and district levels
·
Oversee cross-cutting programmatic elements of implementation, including gender
and inclusion
·
Manage provincial and district advisors to help build the capacity of district-
and sector-level education officers (as needed) to improve the quality of
learning outcomes in reading in Kinyarwanda
Qualifications:
·
Master’s degree in education or other relevant field and seven years of
experience of progressive responsibility, or bachelor’s degree in education or
other relevant field and twelve years of progressive responsibility
·
Demonstrated expertise in policies related to early grade reading and systems
for teacher education, and experience working with or managing effective early
grade reading programs (preferably of similar scale as Soma Umenye)
·
Demonstrated ability to effectively engage government and other stakeholders to
build collaborative relationships that promote effective project implementation
·
Experience working with donor-funded projects strongly preferred
·
Experience promoting equity in learning outcomes among boys, girls, and
children with special needs preferred
·
Demonstrated exemplary diplomatic, communication, and interpersonal skills
·
Demonstrated leadership, versatility, and integrity
·
Written and spoken proficiency in English
