CHEMONICS / RWANDA FAMILY HEALTH PROJECT

The Rwanda Family Health Project (RFHP) is a USAID-funded program implemented
by Chemonics which aims to increase the use of district-level, facility and
community-based family health (FH) services. For the purpose of this activity,
“family health” includes an integrated package of services related to
family planning and reproductive health (FP/ RH), HIV/AIDS, maternal, neonatal
and child health (MNCH), malaria prevention and treatment, nutrition and safe
water and hygiene.”Integration” means the organization, coordination
and management of multiple activities and resources to ensure the delivery of
more efficient and coherent services in relation to costs,

outputs impacts and
use.


The Rwanda Family Health Project works at district, facility and community
levels to:
1. Improve quality of facility and community-based
family health (FH) services.
2. Expand access to FH services, primarily by
increasing the number of skilled health care providers.
3. Increase demand for facility and community-based FH
services.
4. Strengthen management of facility and
community-based FH services.
Chemonics is recruiting for the following consultants:

1. Consultant 1: MATERNAL & CHILD HEALTH (MCH) MONITORING & EVALUATION
LOCAL CONSULTANT
The main objective of this consultancy is to support
the MCH unit in the Ministry of Health (MOH) to develop indicator definitions
for the existing MCH Indicators that are currently reported by district
hospitals and health centers through the national web-based reporting platform
known as HMIS.
In order to reach the above objective, the consultant
will work with the MCH unit, the HMIS unit, relevant technical working groups
(TWGs) at the MOH, and the FHP team. He/She will organize and facilitate
workshops with plenary sessions to gather input from various stakeholders. He/
She will then create the MCH indicator handbook, to be
approved by FHP, MCH and HMIS and compile a short consultancy report.
Required Skills/Experience for the MCH M&E Local
Consultant
  • Master’s degree or equivalent in one or more of
    the following fields: Medicine, Public Health, Epidemiology, Statistics or
    related health sciences required.
  • Minimum 5 years ‘experience working in relevant
    health program especially with national and/or international health
    programs. Experience working with Ministries of Health preferred.
  • Proven experience developing and implementing
    systems for MCH and reproductive health, or any health-related program
    focusing on monitoring and evaluation and reporting.
  • Good knowledge of the Rwandan health sector and
    national MCH and reproductive health care protocols/ guidelines.
  • Excellent written and spoken English and French
    will be required. Expertise in writing and editing guideline documents and
    handbooks is a plus.
2. Consultant 2: LOCAL CONSULTANT FOR AN ASSESSMENT ON
THE IMPACT OF THE IMPLEMENTATION OF THE COMMUNITY-BASED ENVIRONMENTAL HEALTH
PROMOTION PROGRAM (CBEHPP) IN RWANDA, AND UPDATING THE CBEHPP TOOLS

The objective of this consultancy is to assess the functionality, status, and
impact of CBEHPP in selected districts supported by the USAID-funded Rwanda
Family Health Project (RFHP). The assessment will illustrate the general status
of the implementation of the CBEHPP and identify areas for improvement. The
recommendations from the report will help to successfully implement the program
in other districts based on lessons learned from start-up districts.
The specific tasks for this assessment are to
establish the status of the implementation and the impact of the CBEHPP program
and update the CBEHPP Roadmap and training tools based on evidence-based
information.
Required Skills/Experience for the CBEHPP Local
Consultant
  • Master’s degree/PhD in Statistics and/or other
    relevant field qualifications
  • Skilled in analyzing data using SPSS
  • Should have background in Environmental Health
  • Minimum 2 years of research project management
    experience (specifically in hygiene and sanitation preferred)
  • Knowledge and working experience in the Rwanda
    health sector, and especially Environmental Health, preferred
  • Fluent in Kinyarwanda and English (both verbal
    and written communication)
  • Ability to facilitate communication between
    different levels of government and development partners
