Chemonics
seeks a financial management and operations director for the anticipated
multiyear, USAID-funded Southern Africa Trade and Investment Hub (SATIH)
program for increasing global competitiveness, intra-regional trade, and food
security in Southern Africa. SATIH aims to spur inclusive economic growth by
promoting an enabling environment for trade and investment, promoting regional
integration and trade, expanding African capacity to effectively access and
benefit from global markets, and encouraging U.S. companies to trade with and
invest in Africa. The financial

management and operations director will oversee
accounting, operations, and financial management of the regional program. We
are looking for individuals who have a passion for making a difference in the
lives of people around the world.

Responsibilities
include:* Develop and implement operations workflow between field offices
  • Direct
    and facilitate procurement and grant activities
  • Provide
    direct supervision to the program’s compliance, finance, grants, and
    procurement departments
  • Manage
    and monitor program staff including long-term specialists and consultants
  • Oversee
    project logistics associated with work plan activities
  • Ensure
    overall program compliance with contract provisions and general USAID
    regulations and guidance, with specific attention to procurement and
    grants
  • Oversee
    field office contractual agreements, including negotiating terms and
    execution
  • Serve
    as the primary liaison between Chemonics’ project management unit (PMU) in
    Washington, D.C., and the field office on budgetary, operational, and
    administrative matters
  • Liaise
    and coordinate with the Chemonics home-office to ensure compliance with
    USAID policies and procedures
Qualifications:
  • Master’s
    degree or higher in financial management, business administration,
    finance, accounting, or related area; or bachelor’s or certified
    accounting degree with 15 years of experience
  • Minimum
    10 years of experience in accounting, operations, and financial management
    of large-scale, complex, international development assistance programs
  • Familiarity
    with U.S. government financial reporting and compliance requirements
    preferred
  • Proven
    experience and skills in developing and managing large budgets
  • Excellent
    English language written and oral communication skills
  • Demonstrated
    leadership, versatility, and integrity
