Background
Chemonics is recruiting for
a Judicial
Strengthening Officer to implement activities on the
ongoing USAID-funded Duteze Imbere Ubutabera Activity in Rwanda. The project
aims to increase access to justice and enhance the rule of law in Rwanda and
focusing on improving judicial effectiveness in both formal court mechanisms
and community justice and improving public understanding of judicial system
processes and legal rights throughout Rwanda. We are seeking individuals who
have a passion for making a difference in the lives of people around the world.
The Specialist will be responsible for:
a Judicial
Strengthening Officer to implement activities on the
ongoing USAID-funded Duteze Imbere Ubutabera Activity in Rwanda. The project
aims to increase access to justice and enhance the rule of law in Rwanda and
focusing on improving judicial effectiveness in both formal court mechanisms
and community justice and improving public understanding of judicial system
processes and legal rights throughout Rwanda. We are seeking individuals who
have a passion for making a difference in the lives of people around the world.
The Specialist will be responsible for:
- Drafting
inputs to deliverables and reports on Component 1 activities’ success
including work plan, biweekly reports, quarterly activity reports, annual
reports, and indicator data; - Supporting
implementation of National Legal Aid Policy (NLAP) and advocacy efforts
for refinement/passage of the draft Legal Aid Law; sponsoring moot courts
for law students to enhance legal aid skills; sponsor expanded Legal Aid
Week, targeting additional rural areas and vulnerable populations; conduct
case-study focused training for lawyers; and training a network of
paralegals with the skills to provide legal information and services and to
bridge informal and formal justice systems; - Supporting
assessment of IECMS accessibility for ordinary courts; train legal aid
providers on using IECMS effectively; train Rwandan ICT technicians to
manage the IECMS, perform upgrades, and develop the tool; and promote
making IECMS inclusive and court-filing accessible. - Providing
technical assistance to increase the quantity and quality of legal aid
provided by po bono and other lawyers, NGOs, and law school legal clinics
by mapping processes, defining performance standards, forms, templates,
and other tools in coordination with other partners; - Developing and
delivering training to NGOs, RBA, law students in clinics, paralegals and
other legal aid providers on the online case management system; - Serving as
liaison with partners, government partners, judicial sector stakeholders,
and CSOs on matters of technical implementation, coordination, and
collaboration.
The required qualifications

At least five years of experience as a justice sector specialist with
special focus on legal aid work - Law degree.
- Five years of
experience working with organizations to strengthen judicial effectiveness
in Rwanda. - Expertise in
legal rights processes, capacity development, and legislation governing
Abunzi communities. - Experience
conducting capacity building training - Expertise in
working with government entities, judicial institutions, and CSOs to
strengthen Rwanda’s judicial services sector. - Strong
communication skills in written and spoken English, fluent Kinyarwanda
required.

All I hear is a bunch of whining about something that you could fix if you werent too busy looking for attention.
