The
Rwanda Family Health Project (RFHP) is a USAID-funded program implemented by
Chemonics that aims to increase the use of district-level facility and
community-based family health (FH) services. For the purpose of this activity,
“family health” includes an integrated package of services related to
family planning and reproductive health (FP/RH), HIV/AIDS, maternal, neonatal,
and child health (MNCH), malaria prevention and treatment, nutrition, safe
water and hygiene, and tuberculosis. “Integration” means the
organization, coordination and management of multiple activities and resources
to ensure the delivery of more efficient and coherent services in relation to
costs, outputs, impacts and use.

/ RFHP is recruiting for the below positions. The anticipated number of
positions needed is stipulated in p

arentheses following the title of each
position.

1. Short
Term (ST) Monitoring and Evaluation Coordinator (2)
The
M&E Coordinators will support monitoring and evaluation of programmatic
efforts including data collection, data quality control, review of project
objectives, work plans, indicators, and measurement tools in coordination with
key and technical staff, USAID, and local counterparts. M&E Coordinators
will also support capacity building initiatives with local counterparts,
particularly at the district and facility-level.
Qualifications
  • Advanced
    degree in public health, statistics, medicine, or related field.
  • At
    least 4 years’ experience working with monitoring and evaluation, with
    experience on USAID or donor-funded health projects preferred.
  • Proven
    experience in developing and implementing M&E systems for development
    partners.
  • Excellent
    knowledge of the Rwandan Health System is an added advantage.
  • Demonstrated
    ability to work as a team with national and international counterparts.
  • Experience
    in data collection/analysis (related to specific project indicators), data
    quality audits and program evaluation is highly desired.
  • Advanced
    level proficiency using Microsoft office suite software including MS Excel
    and MS Access for managing data, experience working with large-scale
    databases is highly preferred.
  • Excellent
    organizational, interpersonal communication skills
  • Fluent
    English and French
  • Willingness
    to travel within Rwanda.
2. Short
Term (ST) Grants Assistant (1)
The
ST Grants Assistant will work closely with the ST Grants Administrator to
ensure grant documentation and compliance with USAID rules and regulations. The
Grants Assistant will ensure proper grantee documentation is reviewed and
completed for the files and will complete day to day administrative tasks such
as collecting milestones or advance requests, ensuring accuracy of reports, and
managing financial documentation.
Qualifications
  • Bachelor’s
    degree preferred.
  • 2
    years of progressively responsible experience in administration or grants
    management
  • Experience
    in project administration tasks, including filing and budgeting
  • Proven
    experience demonstrating attention to detail.
  • Demonstrated
    skills in time management.
  • Experience
    with a USAID-funded project preferred.
  • Proficiency
    in English and Kinyarwanda required.
3. Short
Term (ST) Health Facility Management and Operations Specialist (1)
The
ST Health Facility Management and Operations Specialist is responsible for
implementing activities and initiatives that aim at strengthening the
management and operations of district hospitals and health centers. She/he will
oversee capacity-building initiatives (such as training, mentoring, and
coaching) in the areas of operations and management.
Qualifications
  • Advanced
    degree in finance and accounting (preferred), business management
    (preferred), public health, public administration, or related
  • Minimum
    of 3-5 years’ experience working at the management level to strengthen
    finances, human resources, and procurement systems in large health or
    non-health organizations.
  • Experience
    with health sector administration and management as well as monitoring and
    evaluation of health, finance, and/or human resources a plus.
  • Experience
    facilitating trainings or developing training materials in management
    (finances, human resources, procurement) preferred.
  • Understanding
    of the health sector structure and functioning in Rwanda a plus.
  • Excellent
    writing skills in English required proficiency in Kinyarwanda and French a
    plus.
  • Advanced
    computer skills, particularly in MS Office software, word processing and
    spreadsheets as well as the Internet.
  • Strong
    oral and written presentation skills, including use of PowerPoint.
  • Ability
    to work under pressure with tight deadlines and in a changing environment,
    self-driven and result-oriented professional.
4. Short
Term (ST) Training Administrative Assistant (3)
The
overall objective of the position is to provide logistical, financial, and
administrative support for project-facilitated capacity building initiatives.
The Training Administrative Assistants will support the Finance and Logistics
Officer to coordinate all logistical aspects of trainings, including arranging
travel, processing travel clearances, arranging workshop venues, confirming
training participants, and preparing invitations and training materials.
Qualifications
  • High
    School Diploma, relevant training, and/or equivalent combination of
    education and work experience. Accounting degree is a plus.
  • At
    least 5 years administrative assistance work experience.
  • Thorough
    knowledge of USAID and its contractual and reporting requirements
    preferred.
  • Ability
    to write and verbally communicate clearly and concisely in Kinyarwanda,
    English, and French.
  • Strong
    organizational, financial, spreadsheet and time-management skills.
  • Knowledge
    of administrative and clerical procedures.
  • Interpersonal
    skills.
  • Ability
    to work both independently and in a team.
5.
Short-Term (ST) Grants Accountant (1)
The
Short Term Grants Accountant will assist the Operations Director in managing
and administering the grants accounting of the project, ensuring that the
project is in compliance with project and USAID rules and regulations. The ST
Grants Accountant will assist with preparation of wire transfer requests,
grantee payments, grantee advance and liquidation tracking, and recording of
all transaction in the project’s accounting software.
Qualifications
  • Bachelor’s
    degree preferred.
  • 3
    years of progressively responsible ‘experience in accounting or grants
    accounting.
  • Experience
    in project administration tasks, including filing and ,budgeting.
  • Proven
    experience-demonstrating attention to detail.
  • Demonstrated
    skills in time management.
  • Experience
    with a USAID-funded project preferred.
  • Proficiency
    in English and Kinyarwanda required.
6.
Short-Term (ST) Training Coordinator (exact number of candidates needed to be
decided)
Under
the supervision of the Health Systems Senior Technical Advisor or designee, the
ST Training Coordinator/s will be responsible for the coordination and
implementation of training and capacity building activities at the district and
community level, along with at healthcare facilities.
Qualifications
  • Advanced
    degree in public health, or related field.
  • Minimum
    of 3 years of professional experience working in training or capacity
    building, with specific experience in healthcare preferred.
  • Experience
    coordinating or facilitating trainings for employees in healthcare or
    similar settings.
  • Ability
    to travel frequently to the field for capacity building initiatives.
  • Experience
    editing, designing, and reviewing materials and curriculum for training
    preferred.
  • Demonstrated
    ability to work and communicate with representatives at the district and
    community level, as well as government representatives.
  • Advanced
    computer skills, particularly in MS Office software, word processing, and
    spreadsheets.
7.
Short-Term (ST) Budget Administrator (1)
The
overall objective of the position is to provide logistical, financial, budget
monitoring, and administrative support for project-facilitated budgeting
initiatives. The ST Budget Administrator will assist the Finance and Logistics
Officer in budget forecasting, reporting, and monitoring of inputs for
technical implementation. He/She will liaise with administrative and technical
staff to ensure appropriate allocation and tracking of technical input expenditures.
Qualifications
  • Degree,
    relevant training, and/or equivalent combination of education and work
    experience. Accounting degree preferred.
  • At
    least 3 years administrative or financial work experience.
  • Knowledge
    of USAID and its contractual and reporting requirements preferred.
  • Ability
    to write and verbally communicate clearly and concisely in Kinyarwanda,
    English, and French.
  • Strong
    organizational, financial, spreadsheet and time-management skills.
  • Knowledge

Short-Term (ST) Procurement Administrator (1)
The
ST Procurement Administrator will support the Procurement and Logistics
Specialist in managing all project procurement, including working with local,
regional or international vendors and service providers, obtaining quotations,
processing purchase orders, processing procurements of requested commodities
and services, and ensuring compliance to terms and conditions.
Qualifications
  • Bachelor’s
    degree in logistics, management, administration, and/or a related field
    required.
  • Minimum
    of 3 years of procurement or related experience, preferably on a USAID or
    donor-funded project.
  • Demonstrated
    managerial and organization skills.
  • Excellent
    communication skills and ability to work independently and on a team.
  • Proficiency
    in written and spoken English and Kinyarwanda required.
