ensure that vulnerable households in Rwanda achieve full, integral human
development.

CRS
is seeking a Senior Agriculture/Livelihoods Officer for the USAID-funded
HugukaDukore Youth Employment Activity (HD).  The program seeks to
increase stable employment opportunities, including self-employment, for male
and female vulnerable youth, and to improve youth training systems, and to
increase investment in skills for vulnerable youth.  Intermediate Result 2
focuses on rural youth to help them to improve their skills to be able to become
self-employed, largely in value-added activities in agro-processing and other
rural micro-enterprises. 
The
Senior Agriculture/Livelihoods Officer will lead entrepreneurship and
agro-enterprise trainings to implementing partners (IPs) and provide technical
supervision as IPs train youth farmers. The Senior Agriculture/Livelihoods
Officer is also responsible for supporting the Market Development Specialist in
analyzing agricultural value chains to identify employment and business
opportunities for youth.
Primary
Function
The
Senior Agriculture/Livelihoods Officer will be responsible to lead trainings on
agro-enterprise principles and practice, training implementing partner staff
and then conducting technical supervision as implementing partners train youth. 
The Senior Agriculture/Livelihoods Officer will contribute to entrepreneurship
trainings and will provide technical oversight to implementing partners as they
support youth farmers to form groups.  In addition, the Senior
Agriculture/Livelihoods Officer will support the Market Development Specialist
in identifying gaps in agricultural value chains as potential niches for youth
to establish income-generating activities providing specialized services in
transport, packaging, etc., as well as identifying opportunities for youth to
be hired by agro-dealers, processors and other private sector actors.
Specific
Responsibilities
  • Lead
    trainings for implementing partners on agro-enterprise principles and
    practice.
  • Conduct
    technical supervision as implementing partners train youth beneficiaries.
  • Contribute
    to entrepreneurship trainings.
  • Provide
    technical oversight to implementing partners as they support youth farmers
    to form groups.
  • Support
    Market Development Specialist to identify gaps in agricultural value
    chains as potential niches for youth entrepreneurship or employment.
  • Establish
    and maintain sound relationships and work effectively and creatively with
    consortium and private sector partners.
  • Support
    relationship building between farmer group leadership and other actors,
    including buyers, material/service providers, and various other private
    sector actors.
  • Work
    with consortium members and implementing partners to document results and
    lessons learned during implementation of project activities.
  • Prepare
    inputs to and conduct reviews of technical reports.
  • Other
    tasks as may be assigned.
Qualifications
and Experience
  • Bachelor’s
    degree in Agriculture, business or other relevant field; Master’s degree
    an advantage
  • Minimum
    of five years’ experience working on agro-enterprise programming,
    including value chain development, cooperative development and
    employment/business creation.
  • Minimum
    of two years’ experience in youth-oriented programming
  • Strong
    technical background in agriculture and in agricultural value chains
  • Experience
    as a trainer and demonstrated success in knowledge transfer of
    agro-enterprise approaches and interventions
  • Experience
    in conducting technical supervision, including in mentoring and coaching.
  • Ability
    to transfer knowledge to people with a variety of interests and
    educational backgrounds through both formal and informal training
  • Demonstrated
    commitment to gender-responsive programming
  • Leadership
    skills with self-initiative and ability to make sound programmatic
    decisions
  • Experience
    in budget monitoring and reporting for large publicly-funded projects
    desirable
  • Excellent
    organizational skills, team work and ability to prioritize tasks in a
    timely manner
  • Sound
    coordination skills and a demonstrated ability to multi-task
  • Demonstrated
    skills in diplomacy, flexibility, and resourcefulness
  • Strong
    critical thinking and creative problem-solving skills
  • Knowledge
    of USAID programming preferred
  • Proficiency
    in Word, Excel, PowerPoint and Outlook
  • Excellent
    oral and written communication skills, ability to work well with people,
    good judgment and commitment to CRS’ mission
  • Willingness
    to travel to rural project districts around the country
  • Fluent
    spoken and written English or French, and Kinyarwanda, required.
  • Rwandan
    nationality
