CRS
has worked in Uganda since 1965, initially providing emergency assistance to
Sudanese refugees living in the north. Over the years, CRS has expanded its
programming to also address development needs in western, central and eastern
Uganda. CRS’ projects in Uganda currently include agriculture, health,
microfinance, peacebuilding and youth. CRS Uganda implements its programs
through partnerships with local organizations, including the Catholic Church,
other faith-based organizations and community entities for maximum impact and
sustainability.
Background
CRS
is leading a consortium of 8 implementing and technical partners to run a
five-year USAID/FFP funded $35 million program called Nuyok to build resilience
to shocks, enhance livelihoods and improve food security and nutrition for
vulnerable rural families in three districts of Karamoja – Abim, Nakapiripirit
and Napak – which are home to 406,880 people living in an estimated 58,126
households. Nuyok seeks to strengthen governance and gender equity, community
capacity to manage shocks and stresses, traditional and diversified livelihood
opportunities and nutrition and health (including improved water, sanitation
and hygiene (WASH)) of pregnant and lactating women (PLW), adolescent girls and
children under two years of age (CU2). At the end of the program, sustainable
results will include empowered, resilient, healthy families; responsive,
inclusive governance; and a vibrant private sector that engages smallholders at
every level.
Job
Summary:
As
the Health Systems Advisor you will provide overall leadership for key health
system strengthening project activities including, health management
information systems, health worker capacity building and training, demand
creation for health services at the community level, the provision of quality
services, and coverage of hard to reach areas. You will work side-by side with
the District Health Management Teams and the Nuyok Nutrition Team Lead as well
as the WASH Advisor.
Job
Responsibilities:
·
Provide overall technical assistance in health systems strengthening using the
WHO’s ‘Reaching Every District’ (RED) approach to improve coverage of nutrition
and health services and address factors hindering access.
·
Devise strategy and support the District Health Management Teams to cover hard
to reach areas.
·
Support to the District Health Management Teams to increase demand for health
services and to improve the quality of services provided.
·
Advise on and support the education, training, mentoring and supervision of
Community Health Workers
·
Monitor and support health workers providing nutrition education to pregnant
and lactating women and caregivers of children under two years of age at the
community level.
·
Coordinate directly or through the District Health Management team with the
Village Health Teams, Mother Care Groups (MCG) and Lead Mothers.
Typical
Background, Experience & Requirements:
Education
and Experience
·
Degree in Medicine, Nursing, Public Health, or Nutrition, Master’s degree
preferred.
·
Minimum of 3 years of experience in health systems strengthening.
·
Proven experience in improving the performance of health workers.
·
Proven experience in increasing the demand for health services.
·
Experience working with marginalized populations and communities of people
facing discrimination.
·
Successful experience working closely with Ministries of Health.
·
Experience bridging the clinical to community setting.
·
Experience with WHO’s RED approach would be an advantage
·
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint),
Web Conferencing Applications, information management systems.
Personal
Skills
·
Capacity to work closely, understand, and support local partners; experience
collaborating with the government, local NGOs and church partners preferred.
·
Ability to motivate, lead and enthuse health service providers.
Required
Foreign Language:

Karamojong is an advantage

Travel:

Extensive travels within Karamoja; 40-50% within DFSA implementation areas
