CARE,TOR for the Security Service (Responsibilities)

1.           
Background

Rwanda is intending to secure a professional con

tractor to provide guard
security services for CARE Rwanda office and its residences.

The
contract will be awarded to the bidder that meets all minimum requirements and
clearly demonstrates a high degree of experience, ability and competency in
keeping security and repair services.
2.           
Role of the security guard
1.           
Prevent intruders or unauthorized person to enter the premises
2.           
Open and close the gate for CARE’s office (Night guards and day guards) or
residences (Night guards and day guards in the week-end only) after a
systematic checking of the identity of the visitors
3.           
Liaise with the office receptionist to filter visitors
4.           
Checking and reporting assets that enter and leave the compound
5.           
Ensure the security of the premises against robbery, ensure vehicle and outside
assets security
6.           
Maintain an in/out register for all people
7.           
Maintain a log of vehicles entering the premises (record the time, mileage,
driver, destination of the vehicle)
8.           
Ensure the security of CARE compound: 24 hours in the office and 14 hours in
residence or depending of CARE’s request.
9.           
Switch of/ on the generator when needed and fill in the generator log book
10.
Verify the level of fuel in generators and maintain the logbook
11.
Switch on and off outdoor light
3.
The security company responsibility
1.           
Assign disciplined and trained guard to CARE’s premises
2.           
Organize the guards shift / schedule by ensuring the compliance with the
Rwandan labor code
3.           
Provide with the guard the needed equipment (uniform, rain coat,
radio/telephone, batons, whistle, and torches)
4.           
Assign to CARE Rwanda a permanent supervisor to ensure 3 visits during the day
and night
5.           
Undertake day and night patrol
6.           
Take disciplinary measures against defaulting guard
7.           
Maintain a close contact with CARE Rwanda Admin Officer and report any incident
4.

successful bidder should have the following:
