Description
CARE has a new and exciting focus to
multiply impact for 10 million small scale food producers and their families
in Southern Africa in Food Nutrition Security and Climate Change
Resilience.  This position is designed to improve knowledge management,
impact measurement (encompassing monitoring and evaluation) and to feed the
advocacy and partnership work with evidence from CARE’s programming in
Southern Africa.
CARE is seeking a talented Regional
Evidence and Knowledge Management Specialist who must have strong experience
in learning, knowledge management and communicating that knowledge
effectively.   The candidate must know how to review, validate
evidence from CARE programming so that it can be used for learning for
program development, impact measurement, advocacy and communications. 
S/he will report to
the Managing Deputy Regional Director for Southern Africa and play a central
role in the broader strategic, programmatic, fundraising and communications
work of the Southern Africa Food Nutrition Security and Climate Change
Resilience Initiative. 
Ideally, the candidate should be from
the region, able to speak English, French and Portuguese and be willing to
travel 25-40% of his/her time.  Location will be discussed but
preference is within Southern Africa, preferably linked to a CARE country
office or South Africa.   
Primary Responsibilities:
  • Develop
    and implement high quality impact baseline and monitoring system for the
    learning for influencing strategy across six country offices based on
    CARE International (CI) indicators, and aligned with regional
    commitments (e.g. Maputo Declaration, Vision 25×25). Including
    engagement with Comprehensive Africa
    Agriculture Development Program (
    CAADP)
  • Provide regular, user-friendly internal communications
    (with Country Offices (COs), regional, CARE Member Partners (CMPs)) and
    external knowledge products (for regional influencing work) on the
    evidence from CARE and partners’ work, and what it is telling
    stakeholders about progress, learning and challenges
  • Engage
     with Regional Partnerships and Influence Coordinator and other
    CARE knowledge management and learning colleagues to use information
    effectively for those purposes
  • In collaboration with CARE member partners, develop and
    maintain web-based database of evidence and learning, linked to CARE
    International’s systems (careclimatechange.org, MINERVA, wiki, to be
    determined)
  • In collaboration with the Technical Working Group, identify
    research topics and coordinate with others (internally and externally)
    to deepen knowledge in specific areas
  • Perform other duties as assigned
Primary Skills:
·                    
Master’s degree (or a combination of
Bachelors degree and relevant work experience) in agriculture, food nutrition
security, climate change, development, international relations, learning and
knowledge management.
·                    
Training or qualification in
knowledge management & learning for influencing, research
methodology/research-into-use, and/or monitoring and evaluation systems
·                    
Research project design training
·                    
Program Quality Assessment and/or
analysis (PQAT) training
  • At least ten years of work experience in knowledge
    management, impact measurement and learning, preferably in food
    nutrition security and climate change resilience in Southern Africa.
·                    
Knowledge of food nutrition security
and climate change resilience programming in Southern Africa
·                    
Knowledge and understanding of gender
in development issues
·                    
Proven capacity in designing and
delivering effective knowledge management and learning strategies and/or
monitoring and evaluation systems
·                    
Proven capacity to communicate
research and learning in compelling ways, for different audiences
  • Demonstrable
    record of research and/or knowledge product development (designing,
    authoring (or co-authoring), analyzing and/or partnering with others on
    same)
