The
Bureau for Institutional Reform an

d Democracy (BiRD) is currently looking for a
National Senior Budget Analysis Expert for a short-term mission for the Support
to the Malawi Parliament as part of its on-going DGP programme in Malawi (10th
EDF).
The
requested services for all experts will involve working closely with the Malawi
Parliament, specifically with the Office of the Clerk of Parliament and
parliamentary staff assigned to this mission, and the DGP-TFU.

SDGs as a crosscutting issue in all activities above; - ad-hoc
assistance from a national development policy expert on a draw-down basis.

Qualifications

- University
degree (or equivalent) in law, human rights, political science or related
field
General
professional experience:

- Minimum
of 7 years of relevant professional experience; - Proven
knowledge of current trends in development policy and practice.
Specific
professional experience:

- Proven
understanding of global and regional development policy trends. - Strong
familiarity with SDGs and previous internationally agreed development
goals is essential. - Good
knowledge and understanding of the Democratic Governance Sector in the
Malawi context is required. - Experience
in organisational development and/or capacity building of public sector
Institutions in Malawi and/or the SADC region is an advantage.
The
foreseeable consultancy period is 22 working days. A start of the field
activities is not likely before July 2016. The overall period of implementation
for the Support to Parliament is around 6 to 7 calendar months, from June/July
to December 2016.
